VPSA's document stated that it has continuously received feedback from members about import partners reporting a shortage of pepper and coffee at the destination port compared to the previously signed contract. According to the businesses, the container weighing slip with goods at the factory and the weighing slip at the port are the same, so they suspect that the goods may have been lost while the container was unloaded and waiting to be exported. Other relevant documents were also provided by the businesses as a basis to prove that the goods were sealed and ensured safety from the time the goods were packed into the container at the factory until the container entered the port.

The highest loss of goods was 4.62/19.2 tons, suspected to have occurred at Cat Lai port.

Currently, 5 members of the association have been reported for theft of pepper and coffee at Cat Lai port.

The summary table shows that the volume of lost goods accounts for 7 - 28%, all from the same port of Cat Lai and all stay at the port for a period of time due to ship delays.

The loss of goods not only causes direct financial losses when businesses have to pay compensation or be fined, but also affects future contracts. Not stopping there, the reputation and image of businesses in particular and Vietnam in general decline in the international market.

With well-founded suspicions from member businesses, the Association recommends that the Vietnam Maritime Administration and Saigon Newport Corporation strengthen supervision and implement necessary professional measures to ensure the safety of businesses' goods when stored at the port. For the above reported cases of lost goods.

"The Association respectfully requests that your unit get involved, work with relevant parties to investigate the incident and respond in writing, and have a plan to compensate for the loss of goods if the incident occurs within the functions and responsibilities of the port. The Association is ready to participate and coordinate to support the parties within its capacity and authority when requested," the document said, hoping that with the direction and supervision of the Vietnam Maritime Administration and the professionalism and responsibility of a service provider, Saigon Newport Corporation, along with the coordination and investigation of the authorities, the loss of goods will soon be clarified, maintaining the trust of businesses in the management and supervision system, operating seaports and continuing to facilitate the export activities of businesses.
