Mr. Do Cong Anh - Director of the Information Center - Ministry of Information and Communications delivered the opening speech at the 2023 Information and Propaganda Training Conference of the Ministry of Information and Communications.
To achieve these results, information and communication work has made significant contributions. However, there are still limitations such as some units are not proactive, do not pay attention or care about communication work, especially communication of industry and Ministry policies, even avoid or do not want to contact the media.
Some Departments of Information and Communications are not interested or are interested but do not have the conditions to build connections with press agencies... leading to the situation that when they want to communicate about policies or about the good things they do, they cannot spread. When there is an incident, they do not know how to handle the communication incident. At that time, they often connect with the Press Department, the Radio and Television Department to ask for advice.
The established information and communication network of the Ministry and the industry will connect the agencies and units of the Ministry and the industry with the press agencies, helping communication to be smoother and more convenient.
This network includes: 32 agencies and units under the Ministry, all of which have leaders and specialists in charge of communications and regularly coordinate with the Information and Communications Department to ensure timely exchange and provision of official information to serve communications work.
63/63 Departments of Information and Communications have Department leaders and officers in charge of communications who closely coordinate with the Ministry's Information Center to unify communication content about the activities of the Ministry, the industry and localities nationwide.
In particular, the network with the participation of nearly 80 journalists and full-time reporters from over 50 press agencies has made an important contribution to serving the communication work well, creating unity in perception and consensus in action to achieve initial successes in implementing the tasks and responsibilities of the Ministry and the Information and Communications sector assigned by the Party and State.
The representative of the Ministry of Information and Communications emphasized the requirements, information for communication needs to be ready and circulated smoothly in the network, information must be clear, easy to understand to achieve communication effectiveness, members of the network must be open, sharing, empathetic and working towards the common goal: Developing the industry, developing the country; Solving social issues, people, businesses are interested.
Along with criticism, there are always suggestions; and finally, it serves the work and tasks of each member.
Ms. Dang Thi Phuong Thao - Deputy Director of the Press Department.
Also at the event, Ms. Dang Thi Phuong Thao - Deputy Director of the Press Department gave her comments on Speaking skills, providing information and dealing with the press. Ms. Dang Thi Phuong Thao said that Vietnam currently has more than 800 newspapers and magazines.
Including 6 key press agencies (VTV, VOV, Vietnam News Agency, Nhan Dan Newspaper, Quan Doi Nhan Dan Newspaper, Cong An Nhan Dan Newspaper), 127 press agencies, 670 magazine agencies (including 318 scientific magazines, 72 literary and artistic magazines).
Regarding press economics, in the press sector, 39% of units are completely autonomous, 25% of units are guaranteed by the State budget, and 36% of units are partially autonomous.
Referring to the issue of policy communication, the Deputy Director of the Press Department said that the old way of doing things only focused on handling incidents and events, and providing information in a dry manner.
" We have not yet assessed the policy impact and media impact during the process of discussing, promulgating and implementing policies; There is no reflex to use data to analyze the situation; There are no tools to measure and scan information in newspapers and on the internet; there are no real-time statistics for assessment ."
According to Ms. Dang Thi Phuong Thao, state agencies need to increase ordering and assigning tasks to press agencies to spread official and positive information in the press and online.
At the same time, State agencies must change some methods of providing information to the press to gain initiative, such as organizing regular press conferences; providing brief press releases instead of answering interviews...
Ms. Thao also said that state agencies should avoid contacting multiple press agencies at the same time when making work appointments (when making appointments, it is one press agency but when arriving, it is many agencies), except for conferences and press conferences. At the same time, it is necessary to limit inviting reporters to follow work conferences from beginning to end, because it is not possible to control the exploitation of information and the messages that need to be conveyed...
" The Ministry of Information and Communications is very willing to support the Departments of Information and Communications so that localities can deal with press agencies effectively, providing press information so that the press can truly be revolutionary press, an extended arm to convey information that the Party, State, and localities direct to the people, " Ms. Dang Thi Phuong Thao emphasized.
