According to the Ho Chi Minh City Department of Education and Training, nearly 90 educational institutions must review and explain violations in implementing the bidding package for purchasing assets and equipment.
Specifically, the principal of Gia Dinh High School reported and explained, made a list of related individuals to write a self-criticism for the storage of accounting documents that were not fully preserved according to regulations, leading to loss and misplacement of documents.
The principal of Le Hong Phong High School for the Gifted reported and explained, made a list of related individuals and wrote a self-criticism report on not complying with the instructions on purchasing and bidding, leading to incorrect spending according to regulations.
Director of the Center for Comprehensive Technical Education and Vocational Guidance Le Thi Hong Gam reported and explained, made a list of related individuals and wrote a self-criticism report on non-compliance with instructions on purchasing and bidding, leading to failure to organize purchasing according to regulations.
In addition, 66 units did not ensure the components of the dossier for building socialized collection plans.

The Ho Chi Minh City Department of Education and Training said the above violations of the schools were related to the bidding package "purchasing equipment for high schools" under the project "universalizing and improving English proficiency for high school and vocational students in the city".
This package was deployed in schools on December 24, 2013, 11 years ago.
Thus, the above incident is related to the principals, accountants and some other individuals of the schools 11 years ago. Specifically, the purchase of interactive boards, the supplier is Tien Bo International Joint Stock Company (AIC).
According to the Department of Education and Training of Ho Chi Minh City, the time to implement the bidding package is at the end of the fiscal year (on December 24, 2013, Ho Chi Minh City People's Committee issued Official Letter 6915/UBND-VX on implementing the bidding package to purchase equipment for high schools), so there are some difficulties.
At the end of 2022, the Ho Chi Minh City Department of Education and Training established a team to inspect the implementation of asset and equipment procurement packages of units under the department, including the above package.
The document concluding this inspection by the Department of Education and Training of Ho Chi Minh City has the following content:
"Because the package has been implemented for a long time, most of the heads and accountants, who directly participated in the package implementation, have changed at the unit. This causes many difficulties in collecting all the required documents as required by the inspection team.
Therefore, only 89/90 units have submitted reports and documents, 1 unit does not have documents due to loss, which is Gia Dinh High School.
Le Hong Phong High School for the Gifted purchased interactive boards but did not properly implement the policy of 50% socialization, but used 100% of the budget to purchase.
Le Thi Hong Gam Vocational Technical Education Center did not organize the task of purchasing interactive boards according to regulations.
66/90 units have not yet developed a plan to organize socialized collection (to serve as a basis for organizing the collection of 50% of the cost of purchasing interactive boards).
23/90 units have not ensured the preservation and use of interactive boards (as of the inspection date is the end of 2022, 9 years after the schools purchased interactive boards).
Violations due to improper purchasing?
Speaking with Tuoi Tre Online , a leader of the Ho Chi Minh City Department of Education and Training affirmed: "The violation of the principal of Le Hong Phong High School for the Gifted in 2013 was not implementing socialization when purchasing interactive boards as prescribed by the City People's Committee.
The principal of Gia Dinh High School's mistake was losing records. The director of Le Thi Hong Gam of the Center for Comprehensive Technical Education and Career Guidance in 2013 was failing to purchase interactive boards.
Through inspection of the implementation of the above bidding package, the heads of these 3 units in particular and nearly 90 other units in general did not have any other financial violations.
