Principal who tripled the price of sunshade tarpaulin was accused of not publicly disclosing socialized revenue and expenditure.

Parents contributed to socialization, the principal used more than 122 million VND to make sunshades. But by the end of the school year, the principal still did not disclose the income and expenditure to parents.

Regarding the fact that the principal of Ly Trach Primary School (Bo Trach, Quang Binh) declared the price of making sunshade canvas from socialized funds to be 3 times higher, many parents also complained that by the end of the 2023-2024 school year, the principal still did not publicly disclose the socialized revenue and expenditure to parents.

According to these parents, the socialized money has been fully paid to the school by parents from the beginning of the school year. The total amount mobilized from parents is more than 132 million VND. The school exempts some special cases, the remaining amount actually spent is more than 124 million VND.

At the end of the school year, the principal still did not publicly disclose income and expenses.

However, until the parent meeting at the end of the school year, the school did not publicly let parents know what the money was actually spent on, how much each item cost, and how much was in excess or in arrears.

"That is the money we parents contributed to support the school in building and repairing facilities. We have the right to know how our money was used. But at the end of the school year, the school still hasn't given us any information," one parent was upset.

According to parents, it was not until the parent meeting at the beginning of the new school year 2024-2025 held at the end of September that Ms. Cao Thi My Thuyet, the principal, publicly announced the revenue and expenditure related to this socialized money.

However, Ms. Thuyet only read through it and did not publicly disclose any related documents to prove her spending. And the participants in this meeting were only 30 people - the presidents and vice presidents of the parent association of 15 classes - not all the parents.

Later, when there was information that a group of parents from each class had sent a petition to the local government requesting clarification of unusual signs in revenue and expenditure, Ms. Thuyet invited this group of parents to come. During the meeting, the principal also publicly disclosed the revenue and expenditure to the group of parents by reading it over, without any invoices or documents.

"We asked the principal to provide documents for verification, but he refused, saying that there were too many documents and it would take a long time to find them," said the parent.

In addition, parents also think that it is unreasonable to publicly disclose the socialized income and expenditure of the previous school year and wait until the following school year. Because many parents whose children have already transferred to another level will no longer have the opportunity to hear about the public disclosure of the money they paid last year.

"It was my fault"

Speaking to Tuoi Tre Online, Ms. Thuyet confirmed the above incident. According to her, the reason for this is because she will make it public in a "pillow" style at the beginning of the new school year.

"When meeting with the presidents and vice presidents of the parent association of each class at the beginning of the new school year (2024-2025), I publicly disclosed the receipts and expenditures of socialized funds. But many of them had limited abilities, so they did not return to convey it to the parents in the class," the principal defended.

Responding to the question that if the statement of income and expenditure is not made public until the beginning of the next school year, many parents whose children are in the final grade will have left school and will no longer have the opportunity to hear the statement, Ms. Thuyet said that it was her... shortcoming.

As reported by Tuoi Tre Online , many parents whose children study at Ly Trach Primary School have sent petitions to the authorities to request clarification of the unusual signs of the school's principal when using socialized money contributed by parents to install a sunshade system for classrooms.

The total amount of money parents contribute is about 124 million VND (after deducting exemptions).

Ms. Cao Thi My Thuyet declared to the parents' association that this project was constructed by Phu Quoc Production and Trading Company Limited with a total cost of more than 122 million VND. The unit price according to the construction contract is 630,000 VND/ ^m2 .

However, the unit price that parents surveyed for similar products at many units in the area was less than 1/3 of the price declared by the principal.

And Phu Quoc Company also quoted only 180,000 - 200,000 VND/ ^m2 .
