Recently, the office of the Hanoi People's Committee issued document No. 506 announcing the conclusion of the Chairman of the Hanoi People's Committee Tran Sy Thanh at a meeting on the implementation status of a number of investment projects that have been delayed, slow to be implemented, and slow to be put into use in the city. Among them is the project of the Center for Research, Technology Transfer and Technology Appraisal at Hoa Lac High-Tech Park.

The project of Technology Transfer Research Center and Technology Appraisal at Hoa Lac High-Tech Park was approved by Hanoi People's Committee in 2011 with an assigned land area of ​​nearly 2.1 hectares.

The project has a total investment of nearly 600 billion VND. Of which, the equipment cost is more than 400 billion VND, the construction cost is more than 110 billion VND, and the construction investment consulting cost is nearly 7 billion VND. After more than 3 years of implementation, the center was inaugurated in October 2015 and is a key project to welcome the 16th Hanoi Party Congress.

In 2017, the Center was assigned to the Hanoi City Civil Construction Investment Project Management Board. The Hanoi City People's Committee decided to merge this center with the Center for Biotechnology and Food Technology, the Center for Application of Science and Technology Advances, and named it the Center for Application of Science and Technology Advances.

After 13 years, most of the equipment here has degraded and the factory is abandoned.

According to actual records of the authorities, at present, the equipment of the Center has degraded, and grass is growing wildly around the buildings.

Regarding the investment project of this Center, Chairman of the Hanoi People's Committee Tran Sy Thanh affirmed that there were signs of waste. Therefore, the head of the City government assigned the Hanoi City Inspectorate to speed up the inspection progress, soon have conclusions, propose solutions to handle and resolve the existing problems and difficulties of the project.
