Accordingly, 15 wards in the district developed a plan to strengthen traffic safety, sidewalk order, and environmental sanitation in the locality...

In addition, by conducting patrols and controls during and outside of working hours, the authorities will resolutely handle cases of deliberate encroachment on roadsides and sidewalks for production, business, and market purposes; and illegal and improper use of equipment and vehicles; and removal of illegal and improper equipment.

The sidewalk surveillance camera system at An Duong intersection, Tran Nguyen Han Ward, Le Chan District (Hai Phong City) has fallen off and dangled on the top of the electric pole and traffic light pole for many years now, and has not been repaired.

The People's Committees of the wards then signed a commitment with the District People's Committee that if there was any re-encroachment of sidewalks for other purposes, they would be criticized and even transferred.

In 2018, Le Chan District assigned 15 wards to socialize the installation of sidewalk surveillance cameras on major streets, with the aim of deterring and reminding households that intentionally violate the law; at the same time, supporting the police in crime prevention and maintaining security and order.

Regarding the cost of installing 414 cameras in 15 wards, according to the Urban Management Department of Le Chan District, the total cost is 2.014 billion VND. The entire amount of money for purchasing and installing is mainly from socialized sources mobilized by the People's Committees of the wards and the people organize the installation.

According to Thanh Nien reporters in mid-September, on some streets that were the focus of the sidewalk reclaiming campaign many years ago, hundreds of cameras were installed, such as To Hieu, Lam Tuong, Ton Duc Thang in the area of ​​3 wards: Trai Cau, Ho Nam and Tran Nguyen Han, the sidewalks are now being openly encroached again. Meanwhile, the camera system has lost its monitoring effect because the cameras are damaged or fallen...

Walking along To Hieu, Lam Tuong, Ton Duc Thang streets (in Le Chan District), images of fallen cameras like this are common.

Many people who do business in food stalls and shops on the sidewalks and alleys right below the cameras said that the cameras have been falling off and "falling like banana threads" for many years now, but no competent authority has repaired them.

On the afternoon of September 22, speaking with Thanh Nien reporters, a representative of the Le Chan District Urban Management Department said that the surveillance camera system was installed in 2018 and since then there has been no summary assessment of the implementation results.

The district does not manage the sidewalk camera systems but assigns them to local authorities. The servers are located at the homes of the neighborhood leaders and mainly at the ward police headquarters.

According to the Le Chan District Urban Management Department, up to now, the camera system supporting security and urban order monitoring in some wards has been damaged; has not been repaired or maintained regularly; and its efficiency is not high...

The sidewalk surveillance camera on To Hieu Street, Trai Cau Ward, Le Chan District (Hai Phong City) only has a base left, the camera lens is missing.

Faced with the above situation, on July 18, the People's Committee of Le Chan District issued Official Dispatch No. 2344/UBND-QLDT assigning the People's Committees of wards to inspect, review and organize warranty and repair of damaged camera systems; requesting units and investors constructing construction works on roads that damage the camera wiring and transmission lines to be responsible for restoring the original condition if damage occurs to the installed camera system; enhancing the effective use of the camera system in monitoring security, order and urban order in the area.

However, although the document has been issued for more than 2 months, the wards are still in a state of "inaction", the surveillance camera system is still hanging in the air, waiting for someone to come and repair or replace it.
