The US-China summit took place on the sidelines of the 30th Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting in the Francisco Bay Area, USA.
The upcoming summit will be the first meeting between the US and Chinese leaders since they held lengthy talks on the sidelines of the G20 summit in November 2022. Both leaders have spoken positively about that meeting, saying they are seeking to avoid conflict.
US-China relations began to sour in 2018 when the US administration under President Donald Trump imposed heavy tariffs on $50 billion worth of Chinese goods. The relationship has since deteriorated over a range of issues, including human rights, the South China Sea, Taiwan, technology and the Covid-19 pandemic.
US officials said the agenda of the talks is expected to cover bilateral relations as well as global issues such as the Hamas-Israel conflict, the Russia-Ukraine conflict, the Indo-Pacific region, artificial intelligence (AI) technology, as well as trade and economics.
Chinese Foreign Ministry spokeswoman Hua Chunying also announced that at the invitation of US President Joe Biden, Chinese President Xi Jinping will visit San Francisco from November 14 to 17, meet with host country President Joe Biden and attend the APEC Economic Leaders' Meeting.
Ms. Ton Van, Director of the China Program at the Stimson Center (USA), commented that the upcoming summit between the two US and Chinese leaders will bring much-needed stability to the relationship between the two countries. The world needs the US and China to follow a reasonable path and stabilize their relationship, bringing more certainty to the region and the world.
Agreeing with this view, Professor Vinnie Aggarwal, Director of the Berkeley APEC Research Center, emphasized: “There is an APEC meeting every year and it has been happening since 1989. I think this year it is especially important because we are witnessing the tense US-China relationship, so the opportunity for President Xi Jinping to meet President Joe Biden is a very important thing.
So I think this year's APEC will certainly be remembered for the bilateral meeting that we are going to see, which is scheduled to take place next week.”
Despite some bilateral diplomatic efforts in recent months, US-China relations remain strained and a planned meeting between President Xi Jinping and President Biden has yet to be confirmed by China.
Former Chinese Ambassador to Washington Cui Tiankai recently admitted that there are still uncertain factors clouding the China-US dialogue, despite recent visits by US cabinet officials, lawmakers and politicians to improve bilateral relations.
According to this official, any meeting between the US and Chinese leaders during the APEC summit needs to be carefully prepared to ensure the event is successful and, importantly, it also needs to be based on Bali's consensus.
