Revealing detailed plan to implement the PPP project of Ho Chi Minh City - Moc Bai Expressway

Ho Chi Minh City People's Committee plans to start organizing the selection of investors for Component Project 1 - construction of Ho Chi Minh City - Moc Bai Expressway, phase 1 under the PPP method, BOT contract type from mid-April 2025.

The Ho Chi Minh City People's Committee has just sent an official dispatch to the Ministry of Transport on the implementation plan of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project Phase 1, which is part of the State Steering Committee's List of important national and key projects of the Transport sector.

Ho Chi Minh City People's Committee announced the implementation plan of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project, Phase 1, based on the project investment policy decision approved by the Prime Minister in July 2024.

Accordingly, the Ho Chi Minh City People's Committee plans to prepare the Feasibility Study Report for the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project, Phase 1 (including the Environmental Impact Assessment Report, Policy Framework on Resettlement Support Compensation...) of the component projects from October 2024 to January 2025; complete the appraisal and approval of the investment project by mid-March 2025.

Regarding compensation and site clearance, the Ho Chi Minh City People's Committee plans to set up site clearance markers; establish, appraise, and approve compensation and land recovery plans; organize site clearance and land recovery; and relocate technical infrastructure in the period from October 2024 to the end of October 2025.

Regarding the selection of investors for Component Project 1 implemented under the PPP form, the Ho Chi Minh City People's Committee will approve the bidding documents from March 2025 to April 2025; organize the selection of investors from April 2025 to July 2025 (the bidding party is the Ho Chi Minh City Department of Planning and Investment); complete the approval of the results of the investor selection in August 2025; negotiate and sign the project contract from August 2025 to September 2025.

The selection of construction contractors for the component projects will be completed by the project enterprise and the People's Committee of Ho Chi Minh City and the People's Committee of Tay Ninh province from August 2025 to February 2026, thereby helping to start the construction of Component Project 1 - construction of the Ho Chi Minh City - Moc Bai Expressway, phase 1 in March 2026.

Previously, in mid-July 2024, the Interdisciplinary Appraisal Council sent an official dispatch to the Government leaders regarding the investment policy of the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project under the PPP method.

In this document, the Interdisciplinary Appraisal Council stated that in the Appraisal Result Report No. 2286/BC-HDTĐLN dated March 27, 2024, it fully stated the appraisal contents according to the provisions of the PPP law for the Ho Chi Minh City People's Committee to implement and complete the Project's Pre-Feasibility Study Report (in which it synthesized and requested the Ho Chi Minh City People's Committee to explain, clarify, and complete the Project's Pre-Feasibility Study Report).

The Project Pre-Feasibility Study Report, after explanation and supplementation with Submission No. 3447/TTr-UBND dated June 21, 2024, has been fully completed by the Ho Chi Minh City People's Committee according to the Council's request. Based on the results of the Request for Council members' opinions on the Project Pre-Feasibility Study Report attached with Submission No. 3447 of the Ho Chi Minh City People's Committee, by July 17, 2024, 11/13 Council members agreed to approve (accounting for 84.6%), of which 7 members agreed to approve without other opinions, 4 members agreed to approve and had additional opinions, 2 members from the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development have not voted.

Thus, the Project meets the conditions for approval according to the provisions of Point d, Clause 3, Article 10 of Decree No. 35/2021/ND-CP dated March 29, 2021 of the Government detailing and guiding the implementation of the Law on Investment under the PPP method.

The interdisciplinary appraisal council agreed with the Ho Chi Minh City People's Committee that the Project's pre-feasibility study report, attached with Submission No. 3447 of the Ho Chi Minh City People's Committee, was qualified for the Prime Minister to decide on the investment policy.

According to the latest proposal of the Ho Chi Minh City People's Committee, the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project has its starting point intersecting with Ho Chi Minh City Ring Road 3 in Cu Chi District, Ho Chi Minh City; its end point connecting to National Highway 22 (at Km53+850) in Ben Cau District, Tay Ninh Province.

The total length of the project route is about 51 km, of which the section through Ho Chi Minh City is about 24.7 km and the section through Tay Ninh province is about 26.3 km.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Ho Chi Minh City - Moc Bai Expressway has a scale of 6 expressway lanes, but in phase 1 of the Project, the route has a scale of 4 expressway lanes, a roadbed width of 25.5m; land clearance is carried out at one time according to the scale of 6 expressway lanes for the entire route.

Ho Chi Minh City People's Committee proposed dividing the Ho Chi Minh City - Moc Bai Expressway Construction Investment Project into 4 component projects.

Component project 1: investment in construction of Ho Chi Minh City - Moc Bai expressway (phase 1) under the PPP method (BOT contract); total investment of VND 10,421 billion (investor capital is VND 9,943 billion, accounting for 95.41%; State budget capital is VND 478 billion, accounting for 4.59%); Ho Chi Minh City People's Committee is the competent authority to implement.

Component project 2: investment in construction of residential access roads, overpasses across the highway; total investment: 2,422 billion VND; investment under the public investment method; Ho Chi Minh City People's Committee is the managing agency.

Component project 3: compensation, support, resettlement of Ho Chi Minh City - Moc Bai expressway section through Ho Chi Minh City; total investment is 5,270 billion VND; investment under the public investment method; Ho Chi Minh City People's Committee is the managing agency.

Component project 4: compensation, support, resettlement of Ho Chi Minh City - Moc Bai expressway section through Tay Ninh province; total investment is 1,504 billion VND; investment under the public investment method; Tay Ninh Provincial People's Committee is the managing agency.

It is known that the Ho Chi Minh City - Moc Bai expressway, when completed, will fundamentally solve problems such as sharing traffic volume on National Highway 22, increasing competitiveness by reducing time and increasing the capacity of transporting goods and passengers to and from Ho Chi Minh City; reducing the risk of traffic insecurity; increasing tourism attraction in the region, and reducing environmental pollution.
