After 2 days of serious, democratic and highly responsible work towards voters and people in the province, the 26th session of the 8th Provincial People's Council has completed all the contents and programs that have been determined. Quang Tri Online Newspaper respectfully introduces the full closing speech of the session by Comrade Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at this event.

After 2 days of serious, democratic and highly responsible work before voters and people in the province, the 26th Session of the 8th Provincial People's Council has completed all the contents and programs that have been determined.
At this session, performing its duties according to the Law, the Provincial People's Council focused on reviewing more than 50 reports, projects, submissions, and draft resolutions of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial People's Council Committees, and judicial agencies and voted to pass 28 important resolutions with high consensus.
On behalf of the Chairman of the Session, I would like to summarize, generalize and emphasize some main contents in the results of the Session as follows:
Firstly, on socio-economy, budget, and public investment: Provincial People's Council delegates discussed democratically, enthusiastically, and agreed with the results achieved in the first 6 months of the year, at the same time frankly pointed out the existing problems, limitations, and internal "bottlenecks" of the economy and proposed synchronous and effective solutions to overcome difficulties and obstacles, striving to complete the socio-economic targets in 2024 and the entire term.
Based on the discussion opinions of the delegates, the verification reports of the Provincial People's Council Committees and the explanatory and supplementary reports of the Provincial People's Committee, the Provincial People's Council voted to approve the Resolution on socio-economic development tasks for the last 6 months of 2024. In particular, continuing to effectively implement Resolution No. 99/2023/NQ-HDND dated December 7, 2023 of the Provincial People's Council; at the same time, supplementing and emphasizing the following key groups of tasks and solutions:
(1) Organize the implementation of the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050; regularly review inaccurate and inappropriate information to correct documents, ensuring consistency with approved decisions. Review the conformity of projects with the Provincial Planning and relevant national, regional, technical and specialized planning when considering approval or deciding on project investment policies.
(2) Focus on developing industry in a modern, high-tech direction. Review industrial production investment projects inside and outside industrial parks and industrial clusters to promptly support and remove difficulties and obstacles; thoroughly handle and reclaim land for projects that are behind schedule for a long time and cannot be completed, creating conditions to attract effective investment projects. Promote international trade promotion activities to support the consumption of exportable products.
(3) Mobilize and effectively use resources to invest in infrastructure development; especially projects and works with spillover and regional connectivity. Accelerate disbursement of public investment capital to activate private investment leadership and promote public-private cooperation. Focus on supporting and removing difficulties for businesses, minimizing the situation of many businesses dissolving and ceasing operations. Effectively carry out budget collection, develop and nurture revenue sources, strive to exceed budget revenue in 2024. Create favorable conditions for tax authorities to perform their tasks and strengthen coordination with sectors and localities in tax management.
(4) Synchronously develop socio-cultural fields, improve the quality of education, vocational training, create jobs for workers, take care of people's health; effectively implement social security policies, improve people's material and spiritual life. Promote innovation, application and strong development of science and technology. Pay attention to ensuring residential land, production land, jobs and life of ethnic minorities and mountainous areas.
(5) Review the functions and tasks of agencies, units, localities and the authority of positions in the state apparatus according to new provisions of law. Continue to innovate the methods of direction, administration and handling of work of authorities at all levels in the direction of focus, key points, creativity, determination, clear people, clear work, clear time and progress, clear responsibilities, clear efficiency; associated with strengthening the urging, inspection and supervision of task performance, strictly handling irresponsible groups and individuals, causing stagnation in sectors, localities and units, ineffective performance of tasks and acts of corruption, waste and negativity. Promote administrative reform, digital transformation; build digital government, digital society. Perform foreign affairs well; strengthen national defense, maintain political security, social order and safety.
Second, regarding decisions on important local issues: The Provincial People's Council has reviewed and passed resolutions on: Adjusting public investment plans; approving investment policies and adjusting investment policies of projects; list of projects requiring land recovery, projects using rice-growing land and forest land for other purposes; approving policies on converting forest use purposes to implement projects; stipulating support levels for teachers, children and independent, private and non-public preschools; stipulating the content and expenditure levels for implementing the Project "Building a learning society for the period 2021-2030"; stipulating collection levels, collection mechanisms, and management of tuition fees for public educational institutions from the 2024-2025 school year; stipulating support levels for forces fighting against drug prevention and control; stipulating expenditure tasks and support levels for district- and commune-level administrative units implementing the arrangement; Amending and supplementing a number of regulations on principles, criteria, and capital allocation norms for implementing the National Target Program on Sustainable Poverty Reduction....
These are extremely important contents, which are the basis for policy planning, determining investment resources, synchronously building infrastructure, attracting investment, improving the efficiency of budget use, contributing to strongly promoting the socio-economic development of the province in the coming time.
Third, regarding the supervision activities at the Session: The Provincial People's Council reviewed the reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the People's Court, the People's Procuracy, and the Provincial Civil Judgment Enforcement Agency; and decided on the 2025 supervision program of the Provincial People's Council.
Regarding the questioning activities, based on the opinions and recommendations of voters and delegates, the Provincial People's Council conducted questioning and re-questioning on a group of issues on public investment, land management, mineral resources, public assets, implementation of national target programs, etc. The discussion and questioning sessions were lively, frank, serious and responsible. The Provincial People's Council unanimously issued a resolution on questioning at the Session.
Dear delegates!
The 26th session of the 8th Provincial People's Council was successfully held. The Provincial People's Council highly appreciated the spirit and responsibility of the Provincial People's Council delegates; the preparation work of the Provincial People's Council Standing Committee, the People's Committee, the Provincial Vietnam Fatherland Front Committee, the judicial agencies, the Provincial People's Council Committees, the Provincial People's Council Delegation Groups, relevant agencies and organizations, advisory and support agencies, media agencies and security forces that have served the session well.
Immediately after the Session, the Provincial People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, are requested to proactively organize and implement, ensuring that the resolutions of the Provincial People's Council bring about practical results and are consistent with reality. The Provincial People's Committee is requested to direct the relevant agencies to promptly resolve voters' opinions and recommendations; request members of the Provincial People's Committee questioned at the Session to fully implement their commitments at the question-and-answer session. The Provincial Vietnam Fatherland Front Committee, member organizations, sectors and levels are requested to step up propaganda work to unify awareness, enhance the responsibility of the political system, create consensus among the people to overcome all difficulties and synchronously deploy solutions to promote socio-economic development.
On the occasion of the 77th anniversary of War Invalids and Martyrs Day and the month of July to show gratitude, on behalf of the Provincial People's Council, I would like to send to the heroic Vietnamese mothers, veteran revolutionaries, families of war invalids, sick soldiers, families of martyrs, families with meritorious services to the revolution my deep gratitude and wishes for health and happiness. With gratitude, affection and responsibility, the Provincial People's Council calls on cadres, civil servants, public employees and people in the province to uphold the morality of "When drinking water, remember its source", through practical actions to show gratitude to the heroic martyrs, families with meritorious services to the country who sacrificed and made great contributions to the cause of national independence and socialism.
Finally, I would like to send my best wishes for health and peace to all distinguished guests, delegates of the Provincial People's Council, cadres, soldiers, voters and people in the province.
