On the afternoon of September 11, the 18th term People's Council of Nghe An province, term 2021-2026, held the 15th session (special session).
Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province; comrades of the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee; delegates of the Provincial People's Council from 21 delegation groups.

At the meeting, the provincial People's Council delegates discussed the draft Resolution on the implementation of Resolution No. 165/NQ-CP dated December 20, 2022 of the Government on tuition fees for public educational institutions for the 2022-2023 school year in the province.
According to the Report to the Provincial People's Committee, on July 14, 2022, the Provincial People's Council issued Resolution No. 14/2022 regulating tuition fees in public educational institutions and tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year.
Accordingly, from the 2022-2023 school year, educational institutions in the province have implemented the tuition fee collection level prescribed in Resolution No. 14/2022. However, on December 20, 2022, the Government issued Resolution No. 165/NQ-CP on tuition fees for public educational and training institutions for the 2022-2023 school year.

Clause 1 of Resolution No. 165 stipulates that for tuition fees of public preschool and general education institutions that have not yet covered their regular expenses, the tuition fee for the 2022-2023 school year will be kept stable at the same level as the tuition fee for the 2021-2022 school year issued by the Provincial People's Council and applied locally.
In case the locality increases tuition fees for the 2022-2023 school year, the local budget will ensure the difference compared to the tuition fees collected for the 2021-2022 school year. The level of support for each educational institution will be considered and decided by the locality.
For public preschool and general education institutions that self-insure regular expenses, educational institutions that self-insure regular expenses and investment expenses: Educational institutions establish tuition fees based on economic-technical norms and cost norms, and submit them to the Provincial People's Committee for consideration and approval by the Provincial People's Council.

The Government requested ministries, branches and localities to direct educational and training institutions under their management to maintain stable tuition fees for the 2022-2023 school year as in the 2021-2022 school year to continue to provide timely support to learners, low-income households and those in difficult circumstances, stabilize prices and control inflation, contributing to economic recovery and development, and stabilizing people's lives.
In fact, Nghe An province has implemented the tuition fee collection level according to the provisions of Resolution No. 14 from the 2022-2023 school year, so there is a difference in the amount collected between the two tuition fee levels mentioned above in the 2022-2023 school year of 226,555 billion VND.
At the time of assigning the budget at the beginning of the year, the provincial budget temporarily deducted the regular expenditure budget for 2023 in the education sector with an amount of 158.6 billion VND. Currently, there is still no legal basis to refund the above-mentioned temporarily reduced and deducted budget; educational institutions do not have a basis and some institutions do not have enough funds to balance the refund to parents and students and supplement regular operating expenses according to regulations.

The purpose of the Resolution is to develop timely policies, continue to provide timely support for students and low-income households, and those in difficult circumstances, stabilize prices and control inflation, contributing to economic recovery and development, stabilize people's lives, and create a legal basis for public preschool and general education institutions that have not yet self-financed regular expenditures to apply for the 2022-2023 school year.
On the other hand, the promulgated policy creates a legal basis for re-allocating funding sources to units and district-level budgets for the portion deducted from the 2023 state budget expenditure estimate in the education sector.

After discussion, the Provincial People's Council unanimously approved the draft Resolution on the implementation of Resolution No. 165/NQ-CP dated December 20, 2022 of the Government on tuition fees for public educational institutions for the 2022-2023 school year in Nghe An province.
According to the draft Resolution, for public preschool and general education institutions that are not self-sufficient in regular expenditures: Maintain stable tuition fees for the 2022-2023 school year at the same level as the tuition fees for the 2021-2022 school year issued by the Provincial People's Council and applied locally.
The provincial budget supports up to 23 billion VND to increase regular operating expenses from the 2023 provincial education and training allocation for public educational institutions in the province.
