At the working session with the Standing Committee of Hau Loc District Party Committee, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh and members of the delegation listened to the district leaders report on the results of 3 years of implementing the Resolution of the District Party Congress for the term 2020-2025; the tasks of building grassroots Party organizations and public service delivery.

Entering the implementation of the Resolution of the 27th District Party Congress, term 2020-2025, with the motto: "Solidarity, discipline, creativity, development", the Executive Committee and Standing Committee of Hau Loc District Party Committee have led and directed the concretization of the resolution through programs, plans, and projects to focus on implementation. With a spirit of high determination, great efforts, and drastic actions, all levels and sectors from the district to the grassroots have focused on leading, directing, and implementing synchronously, creatively, and effectively the set goals and tasks, achieving many important and quite comprehensive results in all fields.

Notably, the average growth rate of production value in the past 3 years reached 4.78%. The scale of production value in 2023 reached 14,963 billion VND, an increase of 23% compared to 2020. The average income per capita of the district is higher every year, in 2023 it increased to 59.27 million VND, an increase of 34.3% compared to the beginning of the term. Programs to promote agricultural production, apply scientific and technical advances, and introduce new varieties of plants with high productivity and quality into production have received attention and direction. The whole district has accumulated and concentrated more than 680 hectares of land, reaching 87.8% of the plan; built 6 export growing area codes, and developed 9 production linkage chains for high economic value.

The national target program on new rural construction (NRT) has been implemented resolutely and synchronously by Party committees and authorities at all levels. Up to now, the district has 21/21 communes meeting NRT standards, 4 advanced NRT communes; 1 commune recognized as meeting model NRT standards (Hoa Loc commune); 118 villages meeting NRT standards, accounting for 89.4%; 21 model NRT villages, accounting for 15.9%; The district has completed the NRT criteria and is proposing to be reviewed for recognition in the second quarter of 2024. Attention has been paid to attracting investment in industrial clusters, with total mobilized development investment capital in the 2020-2023 period reaching 13,068 billion VND. Total budget revenue in the area in 2021-2023 reached more than 1,304 billion VND. Cultural and information activities have changed positively. The work of job creation, poverty reduction and implementation of social security policies has been fully and promptly implemented. The work of building and rectifying the Party and the political system has received special attention and has seen many innovations; the leadership capacity of Party committees and the direction and administration of governments at all levels have been improved.

Regarding the task of building a democratic society and a strong people's government, the Standing Committee of the District Party Committee continues to seriously implement documents of the Central and the province on building a democratic society and a strong people's government at the grassroots level. The focus is on the Law on Implementing Grassroots Democracy in 2022, associated with promoting the role of the Vietnam Fatherland Front and socio-political organizations in social supervision and criticism; creating favorable conditions for people to participate in giving opinions on Party building and government building; protecting the legitimate rights and interests of union members, association members and people.

In addition to the achieved results, Deputy Secretary of the Provincial Party Committee Trinh Tuan Sinh also pointed out the shortcomings and limitations of the district in implementing the tasks of socio-economic development, Party building and political system building, and grassroots-level construction of socialism and democracy.

Up to now, Hau Loc still has some targets that are very low compared to the Congress Resolution's targets, such as low economic growth rate; no breakthrough development has been achieved; slow development of economic and social infrastructure; attracting enterprises, especially FDI enterprises to invest in the district is not much. Management, protection and promotion of the value of historical - cultural relics and scenic spots in the area are still limited. The work of developing party members in rural areas and in enterprises is still difficult; the exemplary pioneering role of a number of cadres and party members is still weak. The implementation of QCDC in state management activities in some areas is still limited such as land management, planning, environmental protection, construction order, and site clearance, which are still slow to be resolved.

Regarding the tasks in the coming time, he emphasized: The Central Government, the province and localities have identified 2024 as a year of acceleration and breakthrough to reach the goals and tasks of the 2020-2025 term. In order to successfully implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, especially the Resolution of the 27th District Party Congress and to well organize the implementation of the task of building a democratic, civilized and civilized society at the grassroots level in the area, the Standing Committee of Hau Loc District Party Committee needs to continue to promote the spirit of solidarity and unity among Party committees from the district to the grassroots level, to lead, direct and effectively implement the tasks and solutions set out.

Hau Loc district continues to focus on promoting investment, mobilizing maximum resources to invest, build and complete the socio-economic infrastructure system in the area. At the same time, accelerate the progress of investment in completing technical infrastructure of industrial clusters; improve the efficiency of attracting enterprises to invest in the district; focus on urban development and well manage urban planning and traffic planning. Continue to do a good job of land accumulation and concentration to develop large-scale agriculture, applying high technology, according to the value chain. Effectively implement the program "One commune, one product" associated with building and developing brands of products, occupations, and traditional craft villages with strengths of the locality.

In addition, Party committees at all levels in the district continue to do well in building the Party and the political system from the district to the grassroots level; urgently deploy preparations for Party Congresses at all levels for the 2025-2030 term; take care of personnel work, especially planning, training, fostering, and using young and female cadres; and carry out well the work of developing Party members in rural areas, in enterprises, and schools. Along with consolidating and improving the leadership capacity of grassroots Party organizations, the effectiveness and efficiency of government management, Hau Loc district needs to promote the role of the Vietnam Fatherland Front and socio-political organizations, expand democracy, and strengthen the great national unity bloc.
