According to Decree No. 81, in cases of organizing concentrated promotional programs (30 days before the first day of the Lunar New Year), the maximum limit is 100%.
All businesses have the right to respond and participate in the "National Concentrated Promotion 2024" Program by proactively implementing many promotional activities with diverse and attractive content aimed at customers and consumers; proactively deciding to apply the maximum promotional limit (up to 100%).
In addition, businesses must carry out promotional activities legally, honestly, publicly, transparently and ensure the legitimate rights and interests of consumers; ensure the quality of goods and services according to current regulations.
The above information was given at the launching ceremony of the program "National Concentrated Promotion 2024 - Vietnam Grand Sale 2024" organized by the Ministry of Industry and Trade on December 2, in Hanoi.
Speaking at the ceremony, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that in order to effectively implement the Program, the Ministry of Industry and Trade has requested the Departments of Industry and Trade of provinces and centrally-run cities, associations, industries and relevant agencies, enterprises and individuals to organize, respond and participate in the Program, and at the same time launch the implementation of the Program in localities nationwide.
"With the response of localities, industry associations, businesses, especially from tens of millions of Vietnamese consumers, the 2024 National Concentrated Promotion Program will be one of the important and practical contents in implementing the key tasks and solutions set forth by the Ministry of Industry and Trade, helping to maximize the recovery of the domestic market to increase total retail sales of goods and consumer service revenue in the year-end period, contributing to maintaining high growth of the economy ," Deputy Minister Nguyen Sinh Nhat Tan emphasized.
More information, according to Mr. Le Hoang Tai, Deputy Director of the Department of Trade Promotion, The 2024 National Concentrated Promotion Program is designed to create a special season so that all businesses of all sectors, fields, and industries can proactively build and implement promotional programs in which the maximum limit of the value of goods and services used for promotion can be up to 100% depending on the business's choice, instead of being limited to 50%.
In particular, businesses do not have to go through any selection or review process by state agencies to participate in the program. Accordingly, businesses will proactively build promotional programs with diverse and attractive content and forms to provide customers and consumers with many opportunities to access quality goods and services at reasonable prices.
"With the supply-demand connection effect spreading strongly and widely across the country through traditional trade and e-commerce activities, localities, organizations and businesses will proactively coordinate to implement promotional activities combined with fairs, exhibitions, events... locally to not only promote domestic consumption but also contribute to attracting international tourists to Vietnam," said Mr. Le Hoang Tai.
According to the report of the Trade Promotion Department, in the spirit of administrative reform according to the Government's policy, from December 1, 2024, Decree No. 128/2024/ND-CP of the Government amending and supplementing a number of articles of Decree No. 81/2018/ND-CP detailing the Law on Commerce on Trade Promotion activities took effect, reducing and simplifying 06 administrative procedures on promotions, in which traders do not have to carry out administrative procedures at the Department of Industry and Trade when implementing promotions of discounts or gifts.
It is expected that hundreds of thousands of administrative procedures on promotions will be abolished and no longer have to be carried out annually, helping to reduce by more than 90% the cost of complying with administrative procedures for traders and reduce the number of administrative procedure dossiers for promotions by 90% annually.
In 2023, the National Concentrated Promotion Program attracted nearly 75,000 promotional programs implemented by businesses, contributing to bringing the total retail sales of goods and consumer service revenue in December 2023 to about VND 565.8 trillion, up 2.6% compared to November 2023 and up 9.3% over the same period in 2022.
These results have contributed significantly to the successful implementation of the tasks assigned by the Ministry of Industry and Trade by the Government in the Government's Resolutions on stimulating domestic consumption, stimulating consumption of Vietnamese goods, promoting production, circulation and consumption of goods.
"For this year's Program, with early planning and strong response from businesses, the Program is expected to achieve more results than previous years, contributing to the development of the economy," emphasized a representative of the Trade Promotion Agency./.
