In 2024, in the first time of organization, the program received the participation and response of the leaders of the management ministries and IT enterprises of the two countries.
This will be the beginning of a new, strong and explosive phase of development cooperation from policy to market, training and human resource development. At the same time, it will promote cooperation and sharing of policies, initiatives and advanced technological solutions between the two countries, leading to growth in both Korea and Vietnam, enhancing competitiveness in the global market."
Vietnam and South Korea have upgraded their relationship to a comprehensive strategic partnership after 30 years of establishing diplomatic relations. The relationship between the two countries has achieved remarkable achievements, especially in the economic field. Currently, in the field of investment, South Korea is the largest foreign direct investor in Vietnam.
According to Vietnamese Ambassador to Korea Vu Ho, the digital economy is the goal of countries, including Korea and Vietnam. In 2022, Korea announced its Digital Strategy with the goal of becoming a country with best practices in digital innovation and moving towards becoming a leading country in the digital era. In 2023, Korea will focus on investing in R&D in the fields of six key innovative digital technologies, including: AI, AI semiconductors, 5G and 6G communications, quantum, hyperspace, and cybersecurity.
"Vietnam is also the first country to issue a national digital transformation strategy in the world and is considered a country with strong digital economic development in both infrastructure and business market. Agencies and businesses of the two countries will share and cooperate closely to find solutions to the challenges each country faces, together achieving the goals of the two countries."
Korea is a very potential market for Vietnamese IT enterprises. A recent statistic shows that the total size of the Korean IT outsourcing market is up to more than 600 billion USD, and is expected to reach about 800 billion USD by 2028. Currently, there are more than 10 Vietnamese software enterprises that have opened offices and invested in Korea such as FPT, CMC, NTQ Solutions, OmiGroup, etc.
Vietnamese companies are cooperating and providing services to both SMEs and large enterprises and Korean Chaebols. Some enterprises have brought “Make In Vietnam” solutions to provide and deploy to serve the Korean market.

To ensure the best digital capabilities, in the next 5 years, according to the Korea Information Technology Cooperation Agency (KICC), Korea needs 740,000 IT personnel. With the current training capacity, Korea will lack 490,000 workers. Korea's digital strategy sets specific goals for human resource training such as nurturing 100,000 cybersecurity talents from 2022 and establishing 2,000 new software service companies by 2027.
Meanwhile, in Vietnam, with a workforce of more than 1.5 million people, there are more than 300,000 software engineers. Every year, there are 84,000 graduates from 168 universities, and 520 colleges, vocational training. The capacity of Vietnamese IT engineers has been affirmed on many rankings.
The speakers at the Forum all have high expectations for the ability to cooperate in training and developing high-quality human resources suitable to the needs of the Korean market, and to deploy cooperation models to both train and effectively use these high-quality human resources.
