In Phan Ri Cua town, Tuy Phong district, Binh Thuan province, Navy Region 4 coordinated with the Department of Agriculture and Rural Development of Binh Thuan province and local authorities to organize the Vietnam Navy Program as a support for fishermen to go offshore and stick to the sea.
Over the past 4 years, Naval Region 4 has coordinated with the Department of Agriculture and Rural Development, agencies, departments, branches and localities of Binh Thuan province to implement the Vietnam Navy Program as a support for fishermen to go offshore and stick to the sea 3 times, in order to share the difficulties and encourage fishermen to continue going offshore and sticking to the sea to develop the economy. Speaking at the program, Colonel Nguyen Xuan Dung, Deputy Chief of Politics of Naval Region 4, emphasized: Implementing the motto: "Helping fishermen like helping your relatives" and "Helping fishermen is an order from the heart", in the past time, the forces of Naval Region 4 and the army and people on Truong Sa island district, Khanh Hoa province have always been ready to help and support fishermen, especially when fishermen's boats unfortunately get into trouble.
The ports, fishing villages, and medical systems on Truong Sa island district have been invested in and built synchronously and modernly, truly becoming the fishermen's common homes in the middle of the sea; a place for thousands of fishing boats to anchor and take shelter during the rainy and stormy season. Fishermen's boats are repaired, refueled, and provided with food and provisions for long-term operations at sea. Fishermen receive medical care and emergency treatment when they are sick or injured at sea; serious cases are transported to the mainland for timely treatment.

Thoroughly grasping the Party's viewpoints, with the role of the core force in managing and protecting the sovereignty of the sea, islands, and southern continental shelf of the Fatherland, in recent years, Naval Region 2 in general and Brigade 171 in particular have closely coordinated with other forces to firmly protect the sovereignty of the sea and islands of the Fatherland; protect our economic activities at sea; and maintain a peaceful and stable environment in assigned sea areas.

The Navy is the core force in protecting the sovereignty of the sea and islands, as well as protecting fishermen at sea; therefore, when our people do business at sea, there is the Navy, as well as the fisheries control force, coast guard, and border guards to support and protect fishermen in exploiting and catching aquatic products legally in Vietnam's seas.
Through the understanding of the functional forces, we are very happy and excited that in the recent past, fishermen of the province have basically complied well with Directive 45 of the Government.
The Brigade's Political Commissar believes that the program "Vietnam Navy as a support for fishermen to go offshore and stick to the sea" will become increasingly practical and effective, and Brigade 171 will always accompany fishermen. At the same time, he hopes that fishermen will always feel secure in sticking to the sea, together contributing to firmly protecting sovereignty at sea and protecting our traditional fishing grounds.
The program "Vietnam Navy as a fulcrum for fishermen to go offshore and stick to the sea" aims to contribute to improving the quality and effectiveness of propaganda, mobilization, support, assistance and protection activities for fishermen to exploit aquatic products safely, sustainably and legally, associated with building a national defense posture at sea, together with forces to firmly protect the sovereignty of the sea, islands and continental shelf of the Fatherland.
