Thuy Nguyen City, including the entire Vu Yen Island, will be established in 2025, oriented as a smart urban area associated with a new administrative - political center.
On December 2, Deputy Prime Minister Tran Hong Ha signed a decision approving the Hai Phong City Planning for the 2021-2030 period, with a vision to 2050. Accordingly, by 2025, Hai Phong City will adjust district-level administrative boundaries to expand Hong Bang district, establish An Duong district and Thuy Nguyen city.
By 2030, Hai Phong City will have 9 districts including 7 current districts: Hong Bang, Ngo Quyen, Le Chan, Hai An, Do Son, Kien An, Do Son and 2 new districts: Duong Kinh, Kien Thuy, a third-class city: Thuy Nguyen and 5 districts: An Lao, Vinh Bao, Tien Lang, Bach Long Vy, Cat Hai. After 2030, An Lao, Vinh Bao, Tien Lang districts will be built into towns, Cat Hai district will become an island district.
Thuy Nguyen City has an area of over 26,000 hectares, oriented to be a type 3 urban area by 2025, aiming for a type 2 urban area by 2035, meeting green - smart development criteria, associated with the city's new administrative and political center. By 2035, the city will have about 600,000 people and by 2045 about 725,000 people.
Currently, Thuy Nguyen district has the largest population and area in Hai Phong city with 35 communes, 2 towns, approximately 334,000 people.

According to the planning, Hai Phong seaport belongs to group 1 seaport with the scale and function of a special seaport, including the wharf areas of Lach Huyen, Dinh Vu, Song Cam - Pha Rung, Nam Do Son, Van Uc, Bach Long Vi island district port and buoy wharves, anchorage and transit areas, and storm shelter anchorage areas.
The city will complete investment in Lach Huyen port area and relocate the port on Cam River; invest in port development in Nam Do Son - Van Uc port area; upgrade Dinh Vu dry port cluster with a capacity of 300,000-550,000 TEU/year; build a new Kien Thuy dry port with a capacity of 100,000-150,000 TEU/year (one TEU equals 26.28 tons).
By 2030, Hai Phong City will build 8 more inter-provincial bus stations (currently there are 4), build the Ninh Binh - Hai Phong expressway, expand inter-regional routes, and build a new Hanoi - Hai Phong railway connecting to the seaport. The coastal railway connecting Nam Dinh - Thai Binh is also planned to be built.
In the future, the city will upgrade and expand Cat Bi international airport according to the approved plan; plan to build specialized airports in Do Son, Cat Ba, Bach Long Vi to serve tourism and rescue; and research to build an international airport in Tien Lang district.
Cemeteries located in residential areas that are no longer suitable for planning, such as Ninh Hai (Duong Kinh district) and Nghia Lo (Cat Hai district), will be closed. Hai Phong City will expand Phi Liet cemetery (Thuy Nguyen district), build new Dong Rung cemetery (Tien Lang district) and An Son (Thuy Nguyen district) with priority given to cremation using modern technology.
In terms of economy, by 2030, the contribution of Hai Phong City's GRDP to the country's total product (GDP) will reach about 6.8%. To achieve that, in the period of 2021-2030, the city's economic growth rate must increase by 13.5%/year. Of which, industry - construction increases by about 15.3%/year (accounting for 51.7% of the economic structure), services increase by 12.5%/year (accounting for 43.2% of the economic structure) and agriculture, forestry and fishery increase by 0.9%/year (accounting for 1% of the economic structure).
According to the approved plan, Hai Phong City's budget revenue in 2030 will reach about 300 billion VND, of which domestic revenue accounts for 3%, developing based on three economic pillars: seaport services - logistics; green, smart, modern industry and international sea tourism center. GRDP per capita is expected to reach 21,700 USD in 2030.
In 2022, Hai Phong's GRDP per capita will reach 7,292 USD, budget revenue will be over 100,000 billion VND, export turnover will reach 28.86 billion USD, and cargo output through ports in the area will reach 168 million tons. The city's economic growth rate will be 1.5 times higher than the national average.
