On October 23, Ngo Quyen District (Hai Phong City) informed about the progress of site clearance for the Nguyen Trai Bridge construction investment project and urban beautification of the surrounding area in the district.
According to information, the investment project to build Nguyen Trai bridge and urban beautification of the surrounding area was approved in principle by the Hai Phong City People's Council in Resolutions No. 49/NQ-HDND dated December 22, 2020, No. 34/NQ-HDND dated August 12, 2021 and No. 36/NQ-HDND dated July 20, 2022.
On that basis, Hai Phong City People's Committee approved Component Project 2 - Land recovery, compensation, and site clearance support under the Project in Decision No. 4554/QD-UBND dated December 30, 2022. The total investment of the project is more than 5,300 billion VND from the city budget.
The project will recover 54.47 hectares of land in Ngo Quyen district, affecting 33 organizations and 182 households and individuals in May To and May Chai wards.
Of which, the area of organizations and enterprises accounts for more than 80% of the recovered area for project implementation with the goal of connecting the existing urban area with the new urban area north of Cam River and the main industrial zones in the city, relocating Hoang Dieu port area from Hoang Dieu and Le Thanh Tong streets to the bank of Cam River, creating conditions to attract investment and urban embellishment in the area.
As of August 2024, Ngo Quyen district completed site clearance for 16/21 organizations and 111/166 households, while the remaining 5/21 organizations and 55/166 households have not agreed to hand over the site.
Among the cases of disagreement, the People's Committee of Ngo Quyen District issued a Decision to enforce land recovery for 2 organizations and 19 households and individuals, and was approved by the People's Committee of Hai Phong City in the policy of organizing enforcement in Notice No. 268/TB-VP dated October 21, 2024.
Through active propaganda, mobilization, guidance, and explanation of compensation and support policies and regimes when reclaiming land, by October 22, one organization, Cuong Thinh Joint Stock Company, and 7/19 households and individuals had signed the minutes of site handover.
To ensure the progress of the project according to the city's direction, the People's Committee of Ngo Quyen District requested Hai Phong Ship Supply Joint Stock Company and the remaining 12 households and individuals to promptly receive compensation and support, move assets and comply with the handover of the site according to regulations.
For cases of non-compliance, Ngo Quyen District People's Committee will organize compulsory land recovery according to regulations on October 24.
It is known that the People's Committee of Hai Phong City also agreed to arrange 13 temporary shelters at the 5-storey Kenh Duong apartment building (Le Chan district) to temporarily shelter 19 households subject to land recovery as mentioned above, for a temporary shelter period of 3 months.
