On September 16, the Hai Phong Department of Education and Training said that the unit has just issued a document on strengthening the management of revenues in the education and training sector for the 2024-2025 school year after storm No. 3 (storm Yagi).
Accordingly, to avoid pressure on parents in the context of overcoming the consequences and damage caused by storm No. 3, the Department of Education and Training requests the People's Committees of districts to coordinate and direct the facilities under their management and require educational facilities under the department to strictly implement the regulations on publicizing tuition fees and other revenues as prescribed by the Ministry of Education and Training.
In particular, the principal's responsibility in seriously organizing and directly chairing the school's parent-teacher meeting at the beginning of the school year is emphasized to publicly disclose and explain the revenues, especially the service fees to support educational activities according to Resolution No. 08-2023 of the City People's Council and the revenues from extra teaching, extra learning, joint teaching, collection, purchase, etc.
The Hai Phong education sector also strictly prohibits the use of the name of the parent representative committee of a class or school to collect fees other than those specified in Circular No. 55-2011 of the Ministry of Education and Training.
Absolutely do not use the operating budget of the parents' representative board for the following purposes: protecting school facilities, ensuring school security, supervising students' vehicles, cleaning classrooms, cleaning the school, rewarding school administrators, teachers and staff, purchasing machinery, equipment and teaching aids for schools, classes or for school administrators, teachers and staff, supporting management work, organizing teaching and learning and educational activities, repairing, upgrading and constructing new school facilities.
In the context of people facing difficulties after storm No. 3, the Hai Phong Department of Education and Training also requested not to organize fundraising from parents of students. The mobilization, reception, management and use of other sources of aid and sponsorship must comply with the provisions of Circular No. 16-2018 of the Ministry of Education and Training.
At the same time, schools must review and grasp the situation to promptly support, exempt, and reduce fees for students in difficult circumstances. Extend and postpone the collection time, do not collect monthly and semester fees at once, and do not collect multiple fees at the same time.
For private educational institutions, strictly implement regulations on declaring service prices, publicizing, and agreeing on tuition fees and other school fees with parents. Absolutely do not arbitrarily increase tuition fees and other fees.
At the same time, be proactive and responsible in implementing support and exemption policies for students in difficult circumstances.
