The Department of Education and Training of Hai Phong City has just issued a document on strengthening the management of revenues inthe education and training sector for the 2024-2025 school year, after storm No. 3 (storm Yagi).

Storm No. 3 caused great damage in many provinces and cities in the Northern region, including Hai Phong, right at the beginning of the 2024-2025 school year.
To avoid pressure on parents in the context of overcoming the consequences and damage caused by storm No. 3, the Department of Education and Training of Hai Phong City has just sent an official dispatch to districts to coordinate and direct educational institutions under its management to strictly implement the regulations on publicizing tuition fees and other fees stipulated in Circular 09 of the Ministry of Education and Training.
In particular, special attention is paid to the principal's responsibility in organizing and directly chairing the meeting of all parents at the beginning of the school year to publicize and explain the revenues, especially the services serving and supporting educational activities; revenues from extra teaching and learning activities; joint teaching; collection and purchase on behalf of others...
It is strictly forbidden to take advantage of the name of the Parents' Representative Committee of a class or school to collect fees other than those specified in Circular 55 of 2011 of the Ministry of Education and Training.
Absolutely do not use the operating budget of the Parents' Representative Board for the following purposes: Protecting facilities, ensuring school security, supervising students' vehicles, cleaning classrooms; rewarding managers and teachers; purchasing machinery, equipment, and teaching aids for schools or managers and teachers; repairing, upgrading, and constructing new school buildings...
In the context of people facing difficulties after storm No. 3, do not organize to mobilize sponsorship from parents of students. The mobilization, reception, management and use of other sources of aid and sponsorship must be carried out in accordance with Circular 16/2018 of the Ministry of Education and Training.
Review and grasp the situation to promptly support and reduce fees for students in difficult circumstances. Delay the collection time; do not collect monthly and semester fees at once; do not collect multiple fees at the same time.
Private educational institutions must seriously declare service prices, publicly announce tuition fees and other school fees with parents. Absolutely do not arbitrarily increase tuition fees and other fees. At the same time, actively and responsibly implement policies and exemptions for students in difficult circumstances.
The Department of Education and Training of Hai Phong requested that districts direct and strengthen management and organize inspections of revenue and expenditure in educational institutions in the area. Do not allow violations to occur, causing public outrage.
