Hai Duong considers proposal to invest 120 billion VND to build and renovate 84 pumping stations

At the meeting of the Hai Duong Provincial People's Committee on the morning of October 2, the Department of Agriculture and Rural Development reported that based on the review of the current situation, comparison with the specialized planning and proposals of the district-level People's Committee, the department has compiled and planned a list of investments to build, upgrade and renovate 84 pumping stations in 11 districts, cities and towns (Ninh Giang district alone did not propose any projects). The total estimated investment is 120 billion VND.

Members and leaders of the Provincial People's Committee agreed that investment in construction, renovation and upgrading of the pumping station system managed by the District People's Committee is necessary and urgent to ensure irrigation for agricultural production and people's lives. However, Chairman of the Provincial People's Committee Le Ngoc Chau said that investment in upgrading pumping stations needs to be reviewed and considered closely on the basis of legal regulations and in accordance with the conditions of Hai Duong province.

District management must ensure compliance with the provisions of the Law on Public Investment and other relevant laws. Projects must comply with construction planning, land use planning, and plans approved by competent authorities. Investment must ensure progress and efficiency, and must not allow for negativity or waste. Priority must be given to investment in pumping stations with urgent tasks.

Chairman of the Provincial People's Committee Le Ngoc Chau assigned the Department of Agriculture and Rural Development to coordinate with departments, branches and localities to review the entire list of projects, classify the projects that are really urgent to propose renovation and upgrading with public investment capital. In the immediate future, propose a list of priority investments for pumping stations that are really urgent to be renovated and upgraded immediately, and add them to the public investment plan this year.

For the remaining projects, it is necessary to assess the current status. If the level of renovation and upgrading is suitable for the immediate and long-term planning orientation, it will be included in the priority investment list for the period 2026 - 2030, ensuring compliance with the planning...

According to the management and exploitation of irrigation works, the province currently has 1,245 pumping stations, 68 reservoirs, 10,465 km of canals, and 840 km of irrigation embankments.

The Provincial People's Committee assigned enterprises exploiting irrigation works in the province to manage, exploit and operate 286 pumping stations, 8 reservoirs, 2,236 km of canals, and 335 km of embankments.

The District People's Committee manages (assigns to grassroots irrigation organizations: Cooperatives, cooperative groups that provide irrigation services to manage, exploit, and operate) a total of 959 pumping stations, 60 reservoirs, 7,708 km of canals, and 505 km of embankments.

In the 2021-2024 period, the province has 215 irrigation projects and works invested with a total cost of VND 1,734 billion (central budget VND 762 billion, provincial budget VND 438 billion, district budget VND 60 billion, other capital VND 114 billion). Of which, 194 projects have been completed and put into use with an investment cost of VND 921 billion.

Pumping stations under the management of the district People's Committee are responsible for receiving water from the main canal system, main pumping stations, leading irrigation water to the fields and leading drainage water from the fields to serve drainage to the main systems. These pumping stations were mostly built in the 80s of the last century. Some pumping stations were built in the 1960s and 1970s, after more than half a century of exploitation and operation. Most of the pumping stations have seriously degraded, the pumping station houses are small, the roofs are cracked and leaky, most of the pumping stations do not have management houses; the pumps are old, broken, and have poor efficiency. The degraded power supply system causes unsafety during operation. The channel system, suction tank, and discharge tank of the pumping station are pushed, dropped, and silted, unable to meet the task.

In the past, repairs were only carried out on a small scale. The activities are currently only temporary in nature to maintain the minimum level of operation of the works.

Therefore, the Department of Agriculture and Rural Development proposes that the Provincial People's Committee consider and report to the Provincial People's Council to allocate provincial budget capital to support districts, towns and cities for implementation. Regarding the support mechanism: The province's public investment capital supports 100% of construction costs, equipment, consulting and other costs. The district budget allocates funds to compensate and support site clearance (if any).

The meeting of the Hai Duong Provincial People's Committee on October 2 also considered a number of contents: promulgation of regulations on the price range for social housing rental, the price range for workers' accommodation in industrial parks and the price range for apartment building management and operation services in Hai Duong province; plan to organize the establishment of the Hai Duong City Urban Development Program until 2040; Project to adjust the planning of Ninh Giang district until 2030, with a vision to 2050; on adjusting the project list to carry out site clearance for the construction of the Golden Canal Bridge and the approach roads at both ends of the bridge, connecting Bac Ninh and Hai Duong provinces; the development of a Resolution promulgating regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditures from the state budget under the management of Hai Duong province.
