On the morning of May 29, Comrade Luu Van Ban, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee chaired the 6th meeting of the Provincial People's Committee in May to discuss and resolve a number of contents and submissions reported by the Departments of Construction, Planning and Investment, Natural Resources and Environment, Culture, Sports and Tourism and the Hai Duong City People's Committee.
Considering the report on the unit price of building pabanh brick walls to serve the land clearance work in the province, the Provincial People's Committee basically agreed with the proposal of the Department of Construction. The Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, assigned the Department of Construction to continue advising on the implementation. This unit price will be the basis for making a plan for compensation and support for assets on land to clear the land and recover land to carry out construction projects in the province.
According to the Department of Construction, Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Ministry of Construction promulgating construction norms does not have norms for the construction of papanh brick walls. This makes it difficult to review, classify, and develop compensation and support plans for assets on land. In 2022, the Department of Construction used the direct comparison method, applying the unit price ratio of papanh brick walls compared to solid brick walls of 64% when developing a compensation and support plan for assets on land to compensate for site clearance for the East-West axis road project through Ninh Giang district.
In early May, the People's Committee of Ninh Giang district continued to ask for opinions on the mechanism to support site clearance for the construction of the new residential area No. 1, Cap village (Hong Du commune) related to the unit price of pabanh brick walls. To unify among localities, the Department of Construction advised the Provincial People's Committee to determine the unit price of pabanh brick walls at 64% of the price of solid brick walls in site clearance.
