According to the draft, there are specific support policies for 2 cases of early retirement and resignation.
In the case of early retirement, people who are less than 2 years from retirement age will receive support equal to 1 month of current salary multiplied by the number of remaining months from the time of early retirement to December 31 of the year of early retirement (for those who retire before December 31 of the year of early retirement, the number of months of support will be calculated up to the time of retirement according to regulations).
At the same time, receive support equal to 0.2 months of current salary multiplied by the number of months of early retirement.
For those who have 2-10 years left until retirement age, they will receive support equal to 1 month of current salary multiplied by the number of remaining months from the time of early retirement to December 31 of the year of early retirement and will receive support equal to 0.1 month of current salary multiplied by the number of months of early retirement (maximum 60 months).
In case of resignation, in addition to enjoying policies according to current law, cadres, civil servants and public employees are also supported by the province with 1 month of current salary multiplied by the number of remaining months from the date of resignation to December 31 of the year of resignation and are entitled to a support level equal to 0.1 month of current salary multiplied by the number of months for calculating severance allowance.
Implementation costs are specified for each policy from the annual state budget estimate of the agency or unit or from additional state budget sources.
The draft resolution also clearly stipulates the applicable subjects, principles, and methods for determining time and salary to calculate support policy benefits.
Officials, civil servants, and public employees holding leadership and management positions who do not work directly at agencies, organizations, and units implementing the organizational structure arrangement according to the province's policy but are indirectly affected by the plan to arrange the organization and personnel work in the province and retire are also entitled to the policy.
The expected amount of support for the subjects under this policy is about 175.2 billion VND (excluding the subsidy amount due to the implementation of organizational restructuring according to regulations). The expected average support level is more than 190.1 million VND/person.
On January 15, the Department of Home Affairs reported the draft policy at the meeting of the Provincial People's Committee.
After collecting comments, the Department of Home Affairs will coordinate to complete the draft, report to the Provincial People's Committee, and submit to the Provincial People's Council for approval. Comments will be sent to the email address [email protected].
