Ha Tinh effectively implements National Assembly resolutions on development support

The effective implementation of the resolutions has brought positive effects to Ha Tinh's economy, supported businesses and people to overcome difficulties, develop production and business, and contribute to ensuring social security.

Pursuant to Plan No. 293/KH-DGS dated November 27, 2023 on the implementation of thematic supervision of "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 in Ha Tinh province", on the morning of January 24, the Supervision Delegation of the National Assembly Delegation of Ha Tinh province worked with the Provincial People's Committee and related departments, branches and units.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia and Vice Chairman of the Provincial People's Committee Tran Bao Ha chaired the meeting.

Attending the event were Vice Chairman of the Provincial People's Council Tran Van Ky, members of the Provincial National Assembly Delegation, leaders of relevant departments, branches, units, and representatives of the investor of the North-South Expressway component project through the province.

Ha Tinh organized the implementation of Resolution No. 43/2022/QH15 of the National Assembly and Resolution No. 11/NQ-CP of the Government in the context of many unfavorable factors, but with the attention and support of the Central Government, the flexible and proactive leadership, direction and management of Party committees and authorities at all levels, the socio-economic situation of the province tends to recover and develop well.

Most of the socio-economic development goals and targets for 2022-2023 were achieved and exceeded the plan. In 2022, 19/26 targets were achieved and exceeded the plan; in 2023, 26/28 targets were achieved and exceeded the plan.

Deputy Director of the Department of Planning and Investment Phan Thanh Bien reported on the implementation results of the National Assembly's resolutions in Ha Tinh province.

Economic growth in 2022 - 2023 is quite good, of which 2023 reached 8.05%, ranking 15th in the country. Credit institutions have implemented many synchronous solutions such as reducing costs, reducing spending, cutting unnecessary administrative procedures; restructuring debt repayment terms and maintaining debt groups to support customers. The results of policy implementation in 2022 and 2023 across the province have supported businesses and people with an estimated VND 1,208 billion.

The Provincial Social Policy Bank has implemented 4 policy credit programs in Resolution No. 11/NQ-CP. The outstanding loans for the above programs are VND 929.58 billion, reaching 100% of the assigned outstanding loan plan for 2022 and 2023. The unit also provided interest support to 66,537 customers with a loan turnover supported by interest rates of VND 2,876 billion, the amount of interest supported up to October 31, 2023 - the end of the program, reaching VND 56.37 billion.

According to Ha Tinh's proposal, the Prime Minister reported to the competent authority to unify and allocate capital from the Socio-Economic Recovery and Development Program for 4 projects, including: the road from National Highway 12C to the Formosa Steel Complex; the embankment to protect the Ngan Sau River bank through Hoa Lac Commune, Duc Tho District; the project to invest in the construction, upgrading, renovation and purchase of equipment for 4 general hospitals and district-level medical centers; and investment in the construction, upgrading and renovation of 19 commune-level medical stations. To date, 4 projects have completed investment procedures and are under construction.

Credit institutions in the area have implemented cost-saving solutions to reduce lending interest rates to support businesses and people to recover and develop production and business for existing outstanding loans and new loans.

Mr. Nguyen Khac Trung - Thang Long Project Management Board (Ministry of Transport) - investor of 2 component projects of the North - South expressway in the East phase 2021 - 2025, informed about the project implementation process.

Regarding the implementation of Resolution No. 52/2017/QH14 dated November 22, 2022 and Resolution No. 44/2022/QH15 dated January 11, 2022 of the National Assembly on the investment policy for the construction of the North-South expressway project, currently in the province there are 4 expressway component projects in phase 1 - Dien Chau - Bai Vot section and phase 2 - Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung sections.

For the Dien Chau - Bai Vot section, Ha Tinh has completed site clearance work and handed over the site to the investor to implement the project.

With 3 component projects of phase 2 with a total length of 102.38 km, the province has focused on leading and directing departments, branches and localities in implementing site clearance work to serve project construction and has handed over over 98% of the site to serve project construction.

The Provincial People's Council decided to change the purpose of use according to its authority for 147.15 hectares of forest land and 47.22 hectares of rice land to implement resettlement areas, cemeteries, material mines, and dumping sites; the province completed 26/30 resettlement areas; disbursed GPMB capital reached 2,438.07/2,693.54 billion VND (91%)...

The application of special mechanisms has helped shorten the time and procedures for implementing resettlement projects and technical infrastructure relocation, contributing to speeding up the progress of site clearance in localities affected by the project. At the same time, it has accelerated the process of licensing construction material mines for highway construction.

The Provincial People's Committee also proposed solutions and made a number of recommendations to the National Assembly, the Government and relevant agencies to continue effectively implementing tasks and solutions for socio-economic recovery and development according to Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly and Resolution No. 11/NQ-CP dated January 30, 2022 of the Government.

At the meeting, delegates from relevant departments, agencies and sectors reported and clarified a number of issues of concern to the monitoring delegation related to the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 in the province.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Tran Bao Ha affirmed: In the context of many difficulties and challenges, the Provincial People's Committee has promptly issued plans, integrating the implementation of the goals of Resolution 43/2022/QH15 into the province's annual socio-economic development plan.

Under the close, drastic and flexible direction and management of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, departments, branches and localities have made efforts and determination to overcome difficulties and achieved important results in all fields; creating a driving force for breakthroughs in the following years. The implementation of support policies has been effective, contributing to reducing difficulties for people and businesses, supporting economic recovery.

The Vice Chairman of the Provincial People's Committee also clarified a number of issues that the members of the monitoring delegation were interested in and the key tasks identified by the Provincial People's Committee to be implemented in the coming time.

Concluding the meeting, on behalf of the monitoring delegation, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia acknowledged and highly appreciated the efforts of the Provincial People's Committee and related departments, branches and units in implementing Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023 in the province.
