In 2023, Ha Tinh Provincial Tax Department exceeded the assigned budget revenue estimate with an estimated revenue of 9,000 billion VND, contributing significantly to the successful implementation of the province's socio-economic development goals.

In 2023, the Ha Tinh Provincial Tax Department was assigned by the Ministry of Finance to collect a budget of 6,519 billion VND; the Provincial People's Council assigned a budget of 8,000 billion VND. In the context of many difficulties in the world and domestic economy, with great determination and efforts, the Ha Tinh Provincial Tax Department has successfully completed its tasks.

The domestic budget revenue for the whole year of 2023 is estimated at VND 9,000 billion (revenue from land use fees VND 2,300 billion; tax and fee revenue VND 6,700 billion), reaching 138% of the estimate assigned by the Ministry, 113% of the estimate assigned by the Provincial People's Council and increasing by 3% compared to 2022. Domestic revenue excluding land use fees and lottery reached VND 6,700 billion, reaching 136% compared to the estimate assigned by the Ministry, reaching 108% compared to the estimate assigned by the Provincial People's Council and increasing by 19% compared to 2022.

According to tax, 12/15 revenue items exceeded the plan assigned by the province and increased revenue compared to the same period. According to locality, 14/17 districts, towns, cities and revenue offices exceeded the plan assigned by the province.

Implementing policies to support people and businesses facing difficulties due to the COVID-19 pandemic to restore and develop production and business, in 2023, the Ha Tinh Tax sector reduced about VND 590 billion in environmental protection tax in the petroleum sector according to Resolution No. 30/2022/UBTVQH15; extended the tax payment deadline with an amount of VND 337.9 billion according to Decree No. 12/2023/ND-CP; reduced value added tax by about VND 443 billion according to Decree No. 44/2023/ND-CP; reduced land and water surface rent according to Decision No. 01/2023/QD-TTg with an amount of VND 14.4 billion; reduced registration fee by VND 57.3 billion according to Decree 41/2023/ND-CP of the Government; Debt forgiveness of VND 86.36 billion and tax debt cancellation of VND 47.69 billion according to Resolution No. 94/2019/QH14.

In 2024, the Ha Tinh Provincial Tax Department was assigned by the Provincial People's Council to collect a budget of VND 8,100 billion. The Ha Tinh Provincial Tax Department will focus on synchronously implementing solutions; launching emulation movements throughout the industry to successfully complete the assigned budget collection task.

At the conference, delegates focused on analyzing some difficulties and obstacles in directing, operating, and coordinating the implementation of the 2023 budget collection task and proposed solutions to increase budget collection in 2024. Some delegates recommended that the province continue to do a good job of attracting investment and resolutely handle the backlog of projects to increase revenue; the tax sector guides localities to implement short-term land lease procedures to serve socio-economic development goals; speed up the construction progress of projects to increase budget collection right from the beginning of the year...

Promoting the achieved results, in 2024, the Party committees, authorities at all levels and sectors must identify tax work as an important political task to resolutely implement solutions. Right from the beginning of the year, the tax sector must promptly allocate and assign quarterly budget estimates for localities to strive for.

At the same time, the Provincial Tax Department needs to promote the dissemination of tax laws; strengthen and improve the effectiveness of revenue management, ensuring the principle of "correct, sufficient and timely collection"; pay attention to nurturing revenue sources; promote administrative reform; apply information technology to tax management; synchronously and effectively deploy solutions to combat tax loss, tax evasion and tax arrears collection; strengthen discipline and order, and promote the sense of responsibility of tax officials in performing their duties.

Together with the tax sector, departments, sectors and localities must share and accompany businesses and taxpayers to create sustainable revenue sources; strengthen coordination between levels and sectors to effectively perform the task of revenue management and prevent budget losses.
