On the morning of September 6, National Assembly Chairman Vuong Dinh Hue chaired the first national conference to implement laws and resolutions of the 15th National Assembly. The conference was held directly at the National Assembly House and connected online to 62 connecting points in provinces and cities across the country. Speaking at the opening of the conference, National Assembly Standing Vice Chairman Tran Thanh Man emphasized: This conference aims to implement the requirement of closely linking law-making with law enforcement, ensuring that laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently. This is the first time the National Assembly Standing Committee has coordinated with relevant agencies to organize a conference to deploy laws and resolutions of the National Assembly. Accordingly, the conference will evaluate the implementation of 23 laws and 29 resolutions.
The Standing Vice Chairman of the National Assembly also asked delegates to promote a sense of responsibility and focus on discussions to come up with solutions to ensure the implementation of the National Assembly's laws and resolutions.
Reporting on the implementation of laws and resolutions of the National Assembly passed from the beginning of the 15th tenure to before the 5th Session; the preparation work and implementation plan of laws and resolutions passed by the National Assembly at the 5th Session, Deputy Prime Minister Le Minh Khai said: The work of organizing the implementation of laws and the development and promulgation of detailed regulations has been closely and regularly directed by the Government and the Prime Minister.

From the beginning of the term to the 4th Session, ministries and ministerial-level agencies have the task of submitting or promulgating under their authority 50 documents to detail 20 laws and resolutions that have come into effect. From the beginning of the term (July 2021) to June 15, 2023, the Ministry of Justice has conducted inspections under its authority of 10,504 legal documents.
To improve the effectiveness of the implementation of laws and resolutions of the National Assembly, in the coming time, the Government will continue to strengthen discipline in law-making; ministries and branches will proactively review and evaluate legal regulations in the management field; improve the quality of appraisal; strengthen the review of the promulgation of legal documents to promptly propose amendments and supplements...
Regarding the implementation of legislative work in late 2023 and 2024, it is recommended that the National Assembly continue to increase the time for delegates to discuss the contents of draft laws. Next, the conference listened to Vice Chairman of the National Assembly Nguyen Khac Dinh's summary report assessing the implementation of laws and resolutions of the National Assembly passed from the beginning of the 15th term to the end of the 4th Session and the implementation of laws, resolutions, and law and ordinance building programs passed by the National Assembly at the 5th Session.
Accordingly, the National Assembly and the National Assembly Standing Committee issued 1,010 documents, including 23 laws and 101 resolutions of the National Assembly, 4 ordinances and 882 resolutions of the National Assembly Standing Committee. Thereby, contributing significantly to ensuring human rights and citizens' rights, effectively serving the requirements of socio-economic development.
Implementing the policy of "Closely linking law-making with law enforcement", the National Assembly, the National Assembly Standing Committee and relevant agencies have proactively and promptly implemented the National Assembly's laws and resolutions into life; helping localities, people and businesses quickly grasp new policies.
The Vice Chairman of the National Assembly suggested that, for the new laws and resolutions passed at the 5th Session, the Government should strengthen the dissemination and education of laws; diversify methods and forms of communicating policies and laws suitable for each target group.
The Vice Chairman of the National Assembly said that at the end of 2023, the National Assembly will consider and pass 9 laws, give opinions on 8 other draft laws, and in 2024, it will consider and pass 18 laws, 1 resolution, and give opinions on 2 other draft laws. He requested the Government to give detailed opinions on important contents; ensure that the draft submitted to the National Assembly and the National Assembly Standing Committee must be well prepared in terms of both content and technical documents, and have high consensus.

The conference also heard Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh present a summary report on the implementation of the responsibilities of the Vietnam Fatherland Front as prescribed in Article 6 of the Law on Promulgation of Legal Documents and in the laws and resolutions passed by the National Assembly since the beginning of the 15th National Assembly's term, focusing on the Law on Implementing Democracy at the Grassroots Level; Deputy Chief Justice of the Supreme People's Court Nguyen Van Du gave a summary report on the implementation of Resolution No. 33/2021/QH15 of the National Assembly on organizing online court sessions; Lieutenant General Le Quoc Hung - Deputy Minister of Public Security presented a report on the implementation of laws and resolutions passed by the 15th National Assembly since the beginning of the term in the field of the Ministry of Public Security, along with other important reports.
According to the working program, this afternoon (September 6), the conference continued to listen to presentations from ministries, branches and localities on the implementation of laws and resolutions of the National Assembly; at the same time, listened to National Assembly Chairman Vuong Dinh Hue give a speech and close the conference.
