Ha Tinh agrees in principle to arrange 1 person to take charge of the commune-level party committee office.

Arranging human resources to take on positions in the Party Committee office at the commune level is a matter of great concern to Ha Tinh in recent years and the policy is now very clear.

In recent years, the Provincial Party Committee, People's Council and People's Committee have paid great attention to policies related to non-professional workers at the commune level, most specifically Resolution No. 111/2023/NQ-HDND of the Provincial People's Council. However, to realize this resolution in conjunction with specific tasks in communes, wards and towns and based on proposals from localities over the past many years, the issue of personnel holding the position of Party Committee office has been thoroughly discussed in the Standing Committee of the Provincial Party Committee and the Provincial People's Committee.

Based on the direction of the Provincial Party Committee and the Provincial People's Committee, on January 3, 2024, the Ha Tinh Department of Home Affairs issued Official Dispatch No. 24/SNV-CCVC "On the arrangement of non-professional staff to perform the tasks of the Party Committee office at the commune level" to the People's Committees of districts, cities and towns.

Accordingly, the Department of Home Affairs proposed that the People's Committees of districts, cities and towns arrange for 1 part-time person at the commune level to take on the position of commune-level Party Committee office.

According to the document of the Department of Home Affairs, the assigned people must be within the number specified in the resolution on assigning the number of commune-level cadres, civil servants and non-professional workers at the commune level annually by the Provincial People's Council.

The regime and policies for non-professional workers at the commune level holding the position of Party Committee office at the commune level shall be implemented according to the provisions of Resolution No. 111/2023/NQ-HDND dated September 22, 2023 of the Provincial People's Council "Regulating the titles, allowances and concurrent positions of non-professional workers at the commune, village and residential group levels; the fixed level of operating expenses of socio-political organizations at the commune level; the monthly support level and the concurrent allowance level of people directly participating in activities in villages and residential groups and the allowance level for a number of other positions in Ha Tinh province".

The Department of Home Affairs requests the People's Committees of districts, cities and towns to implement and report to the Department before February 10, 2024 for synthesis and reporting to the Provincial People's Committee according to regulations.

In order for the Department of Home Affairs to have the above document, previously, the Provincial Party Committee and Provincial People's Committee had given instructions and paid direct attention to the position of the Party Committee office at the commune level.

In Document No. 2179-CV/TU dated December 25, 2023 "On personnel work" of the Ha Tinh Provincial Party Committee, it is stated: The Provincial Party Committee Standing Committee agrees on the policy of arranging 1 non-professional person at the commune level to perform the duties of the commune-level Party Committee office. The Party Committee of the Provincial People's Committee directs competent agencies to implement according to regulations.

Implementing the direction of the Provincial Party Committee, on January 2, 2024, the Chairman of the Provincial People's Committee issued a document on this content; in which, the People's Committees of districts, cities and towns were assigned to study and implement the arrangement of 1 non-professional person at the commune level to perform the tasks of the Party Committee office at the commune level, ensuring compliance with regulations and in accordance with the practical situation. At the same time, the Department of Home Affairs was assigned, according to its functions and tasks, to be responsible for guiding, urging, monitoring and inspecting the implementation of the above content; advising the Provincial People's Committee and competent authorities on arising issues.
