Hanoi and Ho Chi Minh City continue to build large-scale urban railways and subways.

The Politburo requested continued investment in large-scale urban railway and subway lines in Hanoi, Ho Chi Minh City and several other cities.

The Politburo has just issued a conclusion on implementing the 11th Central Committee's resolution on building a synchronous infrastructure to basically turn Vietnam into a modern industrialized country.

Accordingly, the Politburo requested to prioritize investment resources to complete the eastern North-South expressway, the East-West expressway axes; international airports; seaport infrastructure, major inland waterways; North-South high-speed railway; Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Hai Phong, Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, Thu Thiem - Long Thanh railways...

By 2030, Vietnam strives to develop an infrastructure system commensurate with a developing country with modern industry and high average income; complete key national infrastructure projects, large scale, connected to the region and the world. By 2045, Vietnam aims to develop a modern infrastructure system associated with a developed, high-income country; connect and integrate with the world.

To achieve the above goal, the Politburo requested to conduct pilot research on public investment - private management, private investment - public use models; perfect the urban development model associated with public transport (TOD); and build a specific financial mechanism for cultural and social infrastructure works.

Strong enough mechanisms and policies will be built to form a number of leading large economic groups with sufficient resources and modern management capacity, access, transfer and master advanced technology in the construction of large and strategic projects.

The medium-term public investment plan will be developed with a focus, closely coordinating between the central and local governments, and between localities in developing infrastructure. The database on socio-economics and environmental resources of the region and locality will be built to ensure consistency and connection with the national database system.

The Politburo also requested to study the mechanism to shorten the compensation and site clearance process and separate land acquisition, compensation and resettlement support projects from investment projects. The state budget is prioritized for inter-regional impact projects, promoting rapid and sustainable economic growth; projects that are unable to recover capital; and difficult to attract private investment. ODA capital continues to be mobilized reasonably as well as preferential loans associated with improving efficiency of use.

The infrastructure development fund will be established along with the flexible application of the public debt ceiling linked to debt repayment capacity to increase resources and rapidly develop the infrastructure system.

The National Assembly Party Delegation and the Government Party Committee are assigned to complete relevant legal policies and allocate resources to implement the conclusions. The Government Party Committee directs ministries, branches and localities to urgently develop a list of infrastructure projects and works associated with planning and socio-economic development.

The Politburo assessed that over the past 10 years, Vietnam's infrastructure construction has achieved many results. Many projects have been put into operation, especially in transportation, energy, irrigation, urban areas, information and communication. However, infrastructure construction has not created a breakthrough in resource mobilization and the formation of a modern system. Some mechanisms have been issued slowly and inconsistently; state management, decentralization and delegation of power are still inadequate.

Multi-purpose socio-economic infrastructure combined with national defense, security, and climate change adaptation has not been given due attention. Economic and technical infrastructure is not yet synchronized, lacking intra-regional and inter-regional connectivity. Social, cultural, and sports infrastructure in rural, mountainous, border, and island areas has not been properly invested. Traffic congestion, flooding, and environmental pollution have lasted for many years, affecting people's lives in some large cities.

One of the reasons is limited national resources, not effectively attracting private resources; planning lacks long-term vision, is not synchronous; investment management, inspection, control and supervision are not effective.

According to the plan until 2030, the capital will have 10 urban railway lines with a total length of 417 km, of which 342 km will be elevated and 75 km underground. Currently, only the Cat Linh - Ha Dong line is in commercial operation after 10 years of construction.

Ho Chi Minh City is planning 8 metro lines and three tram lines (monorail) with a total length of about 220 km, with an estimated investment capital of 25 billion USD. Currently, lines 1 (Ben Thanh - Suoi Tien) and 2 (Ben Thanh - Tham Luong) with a total length of more than 30 km have been deployed from ODA capital under the allocation mechanism from the central budget. The remaining lines have not been invested yet.
