This morning (December 10), at the 20th session, delegates of the Hanoi People's Council voted to approve the list of 2,527 land acquisition projects in 2025 and 430 projects to change the purpose of rice-growing land.
Reporting to the Hanoi People's Council, Director of the Department of Natural Resources and Environment Le Thanh Nam stated that in 2024, the City People's Council approved a list of 3,311 land acquisition projects in 2024 with a total area of 14,442.37 hectares; 104 projects to convert rice-growing land with a total area of 329.868 hectares and 1 project to convert protective forest land with an area of nearly 0.4 hectares.

The results of land acquisition, land allocation, land lease, and land use conversion by December 31, 2024 are estimated to reach over 60%. According to the Director of the Department of Natural Resources and Environment, there are still a number of projects approved by the City People's Council in 2024 that are slow to be implemented and have not been completed on schedule.
The subjective reason is that the preparation and proposal of the list of land acquisition projects and the list of projects to change the purpose of rice cultivation land use are still lacking in practicality. Many localities have not prepared well the conditions for implementing site clearance, leading to some projects being delayed and limited.
Objectively, 2024 is the year when the 2024 Land Law comes into effect with many new regulations on land recovery, land allocation, land lease, land use purpose conversion, land price determination...
Therefore, the processes and procedures have changed, the District People's Committee needs to review and adjust them to comply with current regulations, so it takes more time. Some people whose land has been recovered have the mentality of waiting for the Land Law to take effect to enjoy more policies, so they do not cooperate or are slow to hand over the site.

In addition, determining specific land prices to calculate compensation when the State reclaims land still faces many difficulties. Many land valuation consulting units are not enthusiastic about participating in determining land prices.
The land use rights market is still limited, the land use rights transfer price does not reflect the actual transaction price, the input information for applying land valuation methods is inaccurate and unreliable; Many types of land and areas do not have information on land use rights transfer prices.
Regarding the list of land acquisition projects in 2025 and projects to change the purpose of rice-growing land in Hanoi, the City People's Committee submitted to the City People's Council a resolution approving the list of 2,527 land acquisition projects in 2025 with a total area of 9,917.71 hectares; the list of 430 projects to change the purpose of rice-growing land with a total area of 1,095.66 hectares.
Regarding the budget for compensation and site clearance, based on the list of projects approved by the City People's Council, projects using city budget capital included in the city's public investment plan are balanced in the Resolution on allocating the city budget estimate for 2025 of the City People's Council.
District-level budget projects are arranged by districts, towns and cities. Non-budget projects are arranged by investors according to investment progress, ensuring sufficient funding for site clearance in 2025.
