This morning (December 10th), at the 20th session, Hanoi City People's Council delegates voted to approve a list of 2,527 land acquisition projects for 2025 and 430 projects to change the land use purpose from rice cultivation.
According to a report to the Hanoi City People's Council, Director of the Department of Natural Resources and Environment Le Thanh Nam stated that in 2024, the City People's Council approved a list of 3,311 land acquisition projects with a total area of 14,442.37 hectares; 104 projects to convert rice cultivation land with a total area of 329.868 hectares; and 1 project to convert protective forest land with an area of nearly 0.4 hectares.

The results of land acquisition, land allocation, land leasing, and land-use conversion are estimated to reach over 60% by December 31, 2024. According to the Director of the Department of Natural Resources and Environment, some projects approved by the City People's Council in 2024 are still slow to implement and have not been completed according to schedule.
Subjective reasons include the fact that the preparation and proposal of land acquisition projects and projects for changing the purpose of rice cultivation land use lacked practicality. Many localities were not well-prepared for land clearance, leading to delays and limitations in some projects.
Objectively speaking, 2024 marks the effective date of the 2024 Land Law, which includes many new regulations on land acquisition, land allocation, land leasing, land use conversion, land valuation, and more.
Therefore, due to changes in processes and procedures, the district-level People's Committees need to review and adjust them to comply with current regulations, which takes more time. Some people whose land is being expropriated are waiting for the Land Law to come into effect to benefit from additional policies, so they are uncooperative or slow to hand over the land.

Furthermore, determining specific land prices for calculating compensation when the State acquires land remains challenging. Many land valuation consulting firms are not enthusiastic about participating in land valuation.
The land use rights market is limited, land transfer prices do not accurately reflect actual transaction prices, and the input information used to apply land valuation methods is inaccurate and unreliable; many types of land and areas lack information on land transfer prices.
Regarding the list of land acquisition projects in 2025 and projects for converting rice cultivation land in Hanoi, the Hanoi People's Committee submitted to the City People's Council for approval a list of 2,527 land acquisition projects in 2025 with a total area of 9,917.71 hectares; and a list of 430 projects for converting rice cultivation land with a total area of 1,095.66 hectares.
Regarding the allocation of funds for compensation and land clearance, based on the list of projects approved by the City People's Council, for projects using city budget funds already included in the city's public investment plan, the funds will be balanced in the Resolution on the allocation of the city budget for 2025 of the City People's Council.
Projects funded by the district budget will be allocated by the respective districts, counties, and towns. Projects outside the budget will be allocated by the investor according to the investment schedule, ensuring sufficient funds for land clearance are allocated in 2025.
