On March 21, the People's Committee of Hoan Kiem District announced that the district is preparing to invest in the Ly Thai To flower garden renovation project with the goal of preventing degradation, adding urban facilities and effectively promoting the historical and cultural values of the Hoan Kiem Lake area.
The district will work with the group of authors who won the first prize in the Km0 milestone design competition organized by the Architecture magazine of the Vietnam Association of Architects and the district in 2020 to install the Km0 milestone in the center of the celebration yard, in front of the statue of King Ly Thai To.
The first prize-winning team from Hanoi Architectural University with an entry titled Gate of Light. Taking the Vietnamese philosophy of round sky and square earth, the team designed the milestone as a square bronze plate cast in one piece with a circular center representing the capital Hanoi, from which radiates surrounding grooves like a thousand-mile road. The team also incorporated lighting technology for day, night and major holidays to highlight Km0 without affecting the space of the Ly Thai To monument.
Along with the installation of the Km0 milestone, Hoan Kiem district will renovate and embellish Ly Thai To flower garden with three main areas: the celebration area, the Trumpet house area and the flower garden park area. The celebration area includes the lobby, the celebration yard and the incense offering yard, expanding the celebration yard towards the sidewalk of Dinh Tien Hoang street with Km0 located in the center of the yard.
The courtyard of the Trumpet House (commonly known as the octagonal house) has been re-planned with a green tree and lawn system to increase the usable area. The flower garden park is organized into two main spatial axes including the Trumpet House - State Bank axis; the President's Office - Children's Palace. The courtyard in the middle is used to organize activities, and a water music system is arranged along the east-west axis.
The district will also expand the flower garden space connecting with Le Lai, Le Thach and Dinh Tien Hoang streets; pave the flower garden and the roadway of Le Lai and Le Thach streets; paint and pave the roadway of Dinh Tien Hoang street to connect the flower garden area and Hoan Kiem Lake. Unsuitable and poorly developed shade trees will be replaced to increase shade and landscape area, while adding lighting systems and urban equipment to meet new usage functions.
The renovation of Ly Thai To flower garden, including the installation of the Km0 milestone, is expected to begin in April and be completed in October.
The construction of the Km0 milestone in the Hoan Kiem Lake area has been proposed for many years. In 2009 and 2012, Associate Professor Ha Dinh Duc proposed to build the milestone number 0 in Hoan Kiem Lake, at the intersection of Hang Khay - Dinh Tien Hoang (where the city is placing the flower clock), but received no response from the authorities.
In mid-2018, in an official dispatch sent to Hoan Kiem district, the Department of Surveying, Mapping and Geographic Information of Vietnam (Ministry of Natural Resources and Environment) affirmed the need to build a "zero milestone". This agency proposed to place the "zero milestone" at the intersection of Hang Khay and Dinh Tien Hoang, and the landmark should be built vertically instead of horizontally.
In May 2020, at a meeting with Hoan Kiem District, the leader of the Hanoi Party Committee proposed building milestone 0 at Hoan Kiem Lake and said that "this will be a highlight not only of the capital but also of the whole country, a place to attract domestic and international tourists".
Ly Thai To Flower Garden is located in Trang Tien Ward, covering an area of over 10,000 square meters, bordered by Dinh Tien Hoang, Le Thach, Le Lai and Ngo Quyen streets.
