Ministry of Construction gives opinions on Long Thanh urban master plan
The Ministry of Construction has just sent a document to the People's Committee of Dong Nai province regarding the dossier of the general urban planning task of Long Thanh in this province.
According to the Ministry of Construction, in early October, the Ministry received a submission from the People's Committee of Dong Nai province on approving the task of adjusting the general construction planning at a scale of 1/10,000 of Long Thanh urban area until 2045.
Pursuant to the legal provisions on urban planning and the Notice dated August 11, 2023 concluding the Conference on appraisal of the general urban planning task of Long Thanh until 2045, the Ministry of Construction requests the People's Committee of Dong Nai province to direct the completion of the planning task dossier as follows:
Firstly , review, supplement, and clearly demonstrate the requirements according to Notice No. 98 of the Ministry of Construction, the opinions of the Council members at the Appraisal Conference in the content and documents of the planning task.
Second , in Resolution No. 24 dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region, Long Thanh is oriented to become an international gateway airport city; building an aviation logistics center associated with Long Thanh international airport.
The planning task determines the nature of the urban area as a regional and national logistics and warehouse center, an international gateway; a regional and inter-regional exchange hub; and forecasts the population size to reach 380,000 people by 2030 and 500,000 people by 2045 (equivalent to the size of a type I urban area in the province).
Therefore, it is necessary to study and determine the development goals of Long Thanh urban area until 2045 based on the tasks and solutions in Resolution No. 24, urban and rural system planning, Southeast regional planning, Dong Nai province planning for the period 2021-2030, vision to 2050 and in accordance with the role and nature of the urban area for the Southeast region and the country.
At the same time, propose arguments and preliminary forecasts of population size in accordance with the potential and dynamics of the area and with feasibility. On that basis, forecast the demand for urban land use according to the provisions of the National Technical Regulations on Construction Planning.
Third , currently, Long Thanh International Airport; Long Thanh - Dau Giay, Bien Hoa - Vung Tau, Long Thanh - Nhon Trach - Ben Luc expressways are being invested in and constructed; ports on Dong Nai River and Thi Vai River have been formed. Therefore, the Ministry of Construction requires the current land use status to clarify the scale of the national, regional and provincial technical infrastructure systems that have been formed in the district.
The Ministry of Construction also requires that the contents on the planning boundary scope, research scope, requirements for updating detailed planning during the planning process, drawings on location diagrams and boundary scope... in the planning task explanation, the draft approval decision need to be reviewed, fully absorbing and completing the opinions - of the Ministries, branches and members of the Appraisal Council and ensuring consistency between the components of the dossier.
At the same time, the Ministry of Construction requires accuracy in administrative boundaries, in accordance with management and development practices, and does not legalize violations in land use management (if any) in the locality; in accordance with the provisions of the Circular of the Minister of Construction regulating task records and project records of inter-district construction planning, district construction planning, urban planning, functional area construction planning and rural planning.
Hai Phong calls for investment in social housing projects of over 1,900 billion VND
The Department of Planning and Investment of Hai Phong City has just announced an invitation for interested investors to submit registration documents for the implementation of the Social Housing Project in Cau Rao 2 Urban Area, Vinh Niem Ward, Le Chan District.
Accordingly, the investment and implementation of the project to build social housing for sale and rent (maximum sale 80%, minimum rent 20%) aims to realize the city's social housing development goal; Resolution No. 04/NQ-HDND dated April 12, 2022 of the City People's Council on the Project to build social housing combined with housing solutions for households living in old apartment buildings in the area.
The project ensures the goal of developing housing area in Le Chan district, meeting the housing needs of people, especially people in old apartment buildings in Le Chan district and ensuring the environment to create landscape for existing urban residential areas; encourage people to use apartment buildings, improve land use efficiency, save urban land funds and provide centralized services to serve people's lives.
The project has a total planned area of 7.31 hectares. The purpose of land use is to build social housing, commercial housing (to offset investment costs, contribute to reducing selling prices, rental prices, hire-purchase prices of social housing and reducing costs for management and operation services of social housing after investment) and synchronous technical infrastructure works.
The project's construction scale includes a social housing area of 25,681m2, including 4 apartment blocks of 15 floors and an attic, about 1,880 apartments, with a total expected floor area of about 153,616m2; a commercial housing area of about 6,372m2, with a scale of about 68 apartments, 5 floors and an attic, with a total expected floor area of about 32,774m2, investing in rough construction, only completing the exterior;
The kindergarten area is about 4,536m2, with a scale of about 350 children and synchronous technical infrastructure on the land, 03 floors high + attic, construction density of 40%; total floor area is about 5,988m2 (the investor who wins the Project bid will complete the construction, manage the use and calculate the business plan according to regulations. This source of funding is not included in the selling price of social housing).
The total investment capital is expected to be over 1,900 billion VND. The project implementation period is 50 years from the date of land allocation by Hai Phong City People's Committee.
Interested investors who need to register to implement the project must complete the procedures to obtain a digital certificate and submit the E-HSĐKTHDA application to register to implement the project on the National Bidding Network. The deadline for submitting the application to register to implement the project is December 7, 2023.
Hanoi approves planning task for 7 land plots in Hoang Mai district to build schools
The Hanoi People's Committee has just issued a decision approving the detailed planning task and the master plan at a scale of 1/500 for 7 plots of land in Hoang Mai district to build public schools.
The Hanoi People's Committee assigned the Hoang Mai District People's Committee to be the unit to organize, appraise, and approve local adjustments to detailed planning projects or master plans at a scale of 1/500 at 7 land plots in Hoang Mai District.
Specifically: 3 land plots marked TH-III.15,2. NT-II.7.3, TH-III.16.1 belong to the Detailed Planning of the New Urban Area of Phap Van - Tu Hiep, scale 1/500, Hoang Liet ward;
1 plot of land with symbol TH2 belongs to the detailed planning of the new urban area Southwest of Linh Dam Lake, scale 1/500, Hoang Liet ward;
2 plots of land marked TH1, TH2 belong to the detailed planning of new urban area C2, scale 1/500, Tran Phu ward;
1 plot of land with symbol NT belongs to the Master plan of transaction office area, high-rise apartment building, hotel apartment area, villa area and garden house for sale and rent, scale 1/500 of Hoang Liet ward.

Hoang Mai District People's Committee is responsible for organizing the preparation, appraisal and approval of local adjustment projects of detailed planning or master plan, scale 1/500, at the 7 above-mentioned land plots in accordance with relevant urban subdivision planning projects, legal regulations on urban planning and relevant legal regulations.
The Department of Planning and Architecture is responsible for inspecting, urging, and guiding the organization of establishment, appraisal, and approval of local adjustments to detailed planning projects or master plans at a scale of 1/500 at 7 land plots according to regulations.
Procedures for issuing red books for land purchased with handwritten papers
Pursuant to Clause 1, Article 82 of Decree 43/2014/ND-CP, amended by Clause 54, Article 2 of Decree 01/2017/ND-CP, land users whose land is purchased or donated by handwritten documents shall carry out procedures for granting red books without having to carry out procedures for transferring land use rights when falling into one of the following two cases and not falling into the cases stipulated in Clause 2, Article 82 of Decree 43/2014/ND-CP.
- Currently using land due to transfer or donation of land use rights before January 1, 2008.
- Currently using land due to transfer or donation of land use rights from January 1, 2008 to before July 1, 2014 and having documents on land use rights according to regulations in Article 100 of the 2013 Land Law and Article 18 of Decree 43/2014/ND-CP.
Accordingly, the procedure for granting red books for land purchased with handwritten documents is carried out according to the provisions of Article 70 of Decree 43/2014/ND-CP as follows:
Step 1. Submit application
Case 1: Individuals and households submit their application to the People's Committee of the commune, ward or town where the land is located if needed.
Case 2: Individuals and households do not submit to the People's Committee of the commune, ward or town where the land is located.
- If the locality has a one-stop department, submit the application and receive the results at the one-stop department.
- If the locality has not yet established a one-stop-shop, the application must be submitted directly to the land registration agency (a branch of the land registration office or to the land use rights registration office if there is no branch of the land registration office).
Step 2: Receive documents
- In case the application is incomplete and the fee has not been paid, within a maximum of 3 days, the agency receiving and processing the application will notify and guide the applicant to supplement and complete the application.
- After receiving all documents, the receiving agency will record all information in the document receiving book and schedule a date to return the results.
Step 3: File processing
During this period, upon receiving the tax authority's notice of payment, the applicant must pay the correct amount and within the time limit as notified and keep documents to fulfill financial obligations to present when receiving the Certificate.
Step 4: Return results
The certificate will be given to the citizen within 3 working days from the date of completion of the procedure.
