At the question-and-answer session of the Hanoi People's Council on May 12, Chairman of the Hanoi People's Committee Tran Sy Thanh answered and clarified information that voters were interested in regarding hot issues such as handling violations of agricultural land, attracting businesses to invest in centralized slaughterhouses, etc.

Speaking at the question and answer session, Chairman of the City People's Committee Tran Sy Thanh affirmed that the issues raised by the delegates were correct and accurate, and were of interest to voters. Thereby, the existing problems and limitations were clearly identified so that the City People's Committee, departments, branches, districts and towns could find solutions to thoroughly resolve them. For issues that have not been thoroughly answered, the City People's Committee will assign the units to respond specifically in writing.
The Chairman of the City People's Committee also added that agriculture and rural areas in Hanoi have achieved basic achievements in recent times; the city has consistently led and directed, issued a series of policies and implementation mechanisms. The entire political system has paid full and timely attention to this field. The question and answer session has expressed and clarified the thoughts and aspirations of farmers and voters in the agricultural sector.
Mr. Tran Sy Thanh said that Hanoi is one of the three provinces and cities with the largest proportion of farmers and agriculture in the country, with 383 communes completing the construction of new rural areas (111 communes recognized as meeting advanced new rural standards). In 2023, the city is determined to complete the construction of new rural areas in all districts.
“This is the result of the determination of farmers and the full attention and investment of the city. It is very difficult for agriculture to grow by 1.2% without a breakthrough in production models and methods. Our agricultural growth of 3-5% is a great effort,” the Chairman of the City People's Committee emphasized.
However, Chairman of the Hanoi People's Committee Tran Sy Thanh also frankly pointed out that agriculture in Hanoi has not developed as expected, due to both objective and subjective reasons, but in reality, planning work in the agricultural sector is still slow.
Regarding problems with construction on agricultural land due to regulations in the Land Law and being amended, the Chairman of the City People's Committee said that no matter which direction is taken, there needs to be expert research, specific instructions, and clear planning.
If we only act on our feelings, it may be effective in the short term, such as building greenhouses everywhere, which will distort the climate and soil. Therefore, in dealing with violations on agricultural land, the Chairman of the City People's Committee analyzed that we need to have a comprehensive and overall view.
As evidence for this, the Chairman of the City People's Committee said: "More than 2 months ago, I directed the City People's Committee Office to set up a working group, fly a flycam in 6 districts along the river, clearly pointing out violations for handling. We don't have to wait for the press to report it before doing anything. We will strictly handle violations, without needing to loudly publicize the achievements."
Regarding policies and mechanisms to support agricultural development, the Chairman of the City People's Committee requested that units carefully review, fully develop, and promptly submit to the City People's Council for consideration.
Referring to the project of a concentrated livestock and poultry slaughterhouse in Binh Minh commune (Thanh Oai district), the Chairman of the City People's Committee clearly analyzed: "The city invested 100 billion in infrastructure investment, now asking investors to pay 100 billion to the city and then invest in more factories and machinery, it will not attract anyone to do it. Therefore, there must be another way of doing it, such as leasing, only taking depreciation money. Importantly, we must change the approach to get results. Transformation is a long-term, sustainable process."
According to the Chairman of the City People's Committee, it is not only necessary to support businesses investing in centralized slaughterhouses, but also to support each slaughterhouse when participating in the centralized livestock slaughterhouse. It is necessary to have a comprehensive policy mechanism, together speeding up the process of standardizing the slaughter of livestock and poultry. In July 2023, the City People's Committee will submit to the City People's Council a summary of these issues.
