Hanoi supports social insurance and health insurance payments for members of security and order protection teams at the grassroots level.

Hanoi Social Insurance has just issued instructions on supporting the level of family health insurance and voluntary social insurance contributions for forces participating in protecting security and order at the grassroots level who have not participated in social insurance and health insurance according to Resolution No. 12/2024/NQ-HDND dated July 1, 2024 of the Hanoi People's Council.

Accordingly, on July 1, 2024, the 16th Hanoi People's Council passed Resolution No. 12/2024/NQ-HDND stipulating the criteria for establishment and the number of members of security and order protection teams at the grassroots level.

Resolution No. 12/2024/NQ-HDND also stipulates the content and level of support for people participating in the security and order protection force at the grassroots level in Hanoi, in which it stipulates the monthly social insurance and health insurance payment support level for people participating in the security and order protection force at the grassroots level who have not participated in social insurance and health insurance. The social insurance payment support level is 234,000 VND/person/month, the health insurance payment support level is 54,000 VND/person/month.

Supporting additional social insurance and health insurance contributions is a policy that is appropriate to the actual situation, aiming to develop a comprehensive, inclusive and sustainable social security system, gradually improving social welfare and quality of life of the people of the capital.

To implement Resolution No. 12/2024/NQ-HDND, Hanoi Social Security issued Official Dispatch No. 3343/BHXH-TST dated July 18, 2024 guiding district, town and city Social Security on the professional process to implement support for social insurance and health insurance contributions for people participating in security and order protection forces at the grassroots level who have not participated in social insurance and health insurance.

The support period starts from July 11, 2024. The level of health insurance contribution support based on the basic salary is 2,340,000 VND. When the Government changes the basic salary, the social insurance and health insurance contribution levels will change accordingly according to regulations.

The current voluntary social insurance contribution level according to the poverty line in rural areas is 1,500,000 VND. When the Government changes the poverty line in rural areas, the social insurance and health insurance contribution levels will change accordingly according to regulations.

In which, voluntary social insurance participants can choose the monthly income level as the basis for voluntary social insurance payment, the lowest being 1,500,000 VND and the highest being 46,800,000 VND.

Hanoi Social Insurance notes: The level of support for voluntary social insurance contributions for other cases is implemented in accordance with the provisions of Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government, Resolution No. 03/2022/NQ-HDND dated July 6, 2022 of the City People's Council. The level of voluntary social insurance and health insurance contributions is implemented in accordance with the provisions of the Law, the Government, the People's Council, the People's Committee of Hanoi City and the documents guiding the implementation.

Regarding the procedure for making a list of participants in voluntary social insurance, family health insurance and paying the state budget to support the level of social insurance and health insurance contributions, Hanoi Social Insurance said: Regarding making a list of participants in voluntary social insurance and family health insurance: The People's Committees of communes, wards and towns coordinate with Social Insurance and Health Insurance collection service organizations and related units to make a list and send it to the local Social Insurance agency to issue health insurance cards and participate in voluntary social insurance in accordance with regulations.

Also according to the City Social Insurance, the funding source is arranged in the annual commune-level budget estimates according to budget decentralization; in the budget stabilization period of 2024 - 2025, the City budget will supplement with a target for additional funding compared to the funding already arranged in the district and commune budget balance.
