Hanoi: Nearly 400 billion to support agricultural production damaged by natural disasters

According to the proposal, the beneficiaries include: Individuals, households, farm owners, cooperative groups, cooperatives, cooperative unions, small and medium enterprises engaged in cultivation, forestry, livestock, and aquaculture (hereinafter referred to as production establishments) that suffer damage due to natural disasters and plant pests.

To be supported, damaged production establishments must meet all of the following conditions: Production does not violate the provisions of specialized laws and agricultural production guidelines of local authorities; have initial registration and declaration confirmed by the People's Committee at the commune level for concentrated livestock farming (farms, family farms, cooperatives) and aquaculture or quarantine certificates (if any); fully and promptly implement preventive measures and respond to natural disasters and plant pests according to the guidance and direction of specialized agencies and local authorities but damage still occurs.

The support level is classified according to each specific damage group, including: Support for crops, forestry, aquaculture (including aquaculture, production, and breeding of aquatic breeds) and livestock that died or went missing due to natural disasters; at the same time, supplementing policies for types not specified in Clauses 1, 2, 3, 4, and 5, Article 5 of Decree No. 09/2025/ND-CP dated January 10, 2025 of the Government . In case the support is provided in the form of seedlings, animals, or other objects, the support level will be converted to the equivalent in cash based on the actual value at the time of support.

Based on the calculation of support costs according to support levels, the estimated one-time cost to implement support to restore production in areas damaged by natural disasters and plant pests is about 392 billion VND.

This policy, once enacted, will play an important role in enhancing the resilience of Hanoi’s agricultural sector, minimizing economic losses, and creating a solid foundation for stable agricultural production development, better adapting to future natural risks and epidemics.
