Hanoi plans to increase traffic violation fines from July

According to the draft Resolution regulating fines for a number of administrative violations in the field of road traffic in Hanoi, which is being consulted, violations will have their fines increased based on the following criteria: Common in nature; causing accidents, traffic jams; negatively affecting public order and traffic infrastructure.

These include acts of not complying with instructions, road markings, and traffic signs; entering prohibited roads; driving in the wrong part of the road or lane; stopping and parking illegally; speeding; carrying or loading goods that exceed the weight limit; violating alcohol concentration; weaving; honking, revving the engine; and some violations in driver training, testing, and licensing, vehicle registration, use of roads and sidewalks, and transportation business.

Previously, on December 26, 2024, the Government issued Decree 168/2024 regulating administrative sanctions for violations of traffic safety and order in the field of road traffic; deducting points and restoring points on driving licenses, in which the penalties for some violations were increased.

Through practical assessment and the situation of traffic safety violations in the area, the Hanoi People's Committee believes that it is necessary to continue to increase the severity of some violations to raise awareness of traffic participants, gradually forming a traffic culture, controlling and reducing congestion and accidents.

The legal basis for increasing the fine is the Capital Law 2024, effective from January 1, 2025, allowing the City People's Council to prescribe fines no more than twice as high as the fines prescribed by the Government for certain administrative violations in road traffic.

Some acts under current regulations have low fines, the city's draft resolution proposes to increase them by 2 times, while acts with high fines are proposed to increase them by 1.5 times. The specific proposed fines are as follows.

Expected fines for cars:

Administrative violations in the field of road traffic not specified in the resolution of Hanoi City shall be applied according to current regulations. After collecting opinions, the draft resolution will be submitted to the City People's Council, expected to take effect from July 2025.
