Hanoi is qualified to submit to the Prime Minister for recognition of completion of new rural construction.

On the morning of April 18, 2025, at the headquarters of the Hanoi People's Committee, a voting conference was held to propose consideration and recognition of Hanoi City for completing the task of building new rural areas in 2024 and Thuong Tin District for meeting new rural standards in 2024. The conference was chaired by Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen, with the participation of leaders of city departments and branches, representatives of districts, towns and socio-political organizations.

Speaking at the Conference, Mr. Nguyen Xuan Dai - Director of the Department of Agriculture and Environment said that by the end of 2024, Hanoi had fully completed 8/8 criteria prescribed by the Prime Minister for provinces and cities to complete the task of building new rural areas in the period of 2021-2025.

Notably, 100% of districts and towns in the area have been recognized as meeting the standards or completing the task of building new rural areas. Of which, 5 districts including Thanh Tri, Gia Lam, Hoai Duc, Dong Anh and Thanh Oai have met the advanced new rural standards, exceeding the minimum target of 20% of districts as prescribed.

At the commune level, the city currently has 229/382 communes meeting advanced new rural standards, equivalent to 60%, exceeding the required threshold of 40%. Rural transport infrastructure has also been significantly improved, with 72.4% of the total length of national highways, provincial roads and district roads planted with trees along the route. The average public green space per capita in rural areas is 7.61 m²/person, nearly double the minimum of 4 m².

In particular, the people's satisfaction index with state administrative agencies reached 86.5%, an increase of nearly 3 points compared to the previous year and exceeding the national average.

Along with the technical results, the work of collecting public opinions was also carried out systematically and on a large scale. The Vietnam Fatherland Front Committee of Hanoi collected opinions in 18 districts and towns with the participation of more than 136,800 households. The results recorded a satisfaction rate of 99.42%.

Along with the city, Thuong Tin district was also proposed to be recognized as meeting advanced new rural standards. This is a district with 100% of communes (28/28) meeting new rural standards, of which 17 communes were recognized as meeting advanced new rural standards, accounting for 60.7%. Thuong Tin town is the only town in the district that has met civilized urban standards.

The satisfaction rate of Thuong Tin district residents on the results of advanced new rural construction reached a very high level: from 99.76% to 99.95% in each criterion, and 99.92% overall satisfaction.

The district is also assessed to have met 9/9 criteria according to the National Criteria for Advanced New Rural Districts for the 2021-2025 period, and has no outstanding basic construction debt during the program implementation process.

At the conference, after the summary report presentation by Director of the Department of Agriculture and Environment Nguyen Xuan Dai, 40/40 members of the Steering Committee for National Target Programs of Hanoi City voted to propose consideration and recognition of Hanoi City for completing the task of building new rural areas in 2024. Based on the vote counting results, Hanoi is qualified to submit to the competent authority for consideration and recognition of "The city completing the task of building new rural areas in 2024".

In addition, members of the Steering Committee for National Target Programs in Hanoi also voted. Based on the results of new rural construction in Thuong Tin district and the regulations of the Central Government, 100% of members agreed that Thuong Tin district is qualified to submit to the competent authority for consideration and recognition as "District meeting advanced new rural standards in 2024".

Speaking at the closing ceremony of the conference, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen informed that from 2021 to now, Hanoi has implemented new rural construction in a difficult context, especially the severe impact of the Covid-19 pandemic and natural disasters. However, with the determination and great efforts of the entire political system and all classes of people, the city has still achieved many outstanding results.

From 2021 to now, the city has developed 11 more new rural districts, including 5 advanced new rural districts and 1 Thuong Tin district is proposing for consideration and recognition. In addition, there are 200 communes meeting advanced new rural standards and 109 model new rural communes.

The structure of the agricultural sector has shifted positively. The total value of agricultural, forestry and fishery production in 2024 alone will reach VND 66,373 billion, an increase of 12.35% compared to 2023. Agricultural, forestry and fishery exports will exceed 2 billion USD, of which agricultural and food products will reach 1.463 billion USD (an increase of 33.8% compared to 2023).

Along with the results of new rural construction, people's lives have also been constantly improved. The average income per capita in rural areas in Hanoi is currently about 75 million VND/person/year. The whole city now has no poor households.

In the coming time, Vice Chairman of the City People's Committee Nguyen Manh Quyen requested the standing agency and departments, branches and sectors to focus on coordinating to complete documents and evidence; clarify outstanding results in new rural construction of Hanoi, especially in the period of 2021 - 2025, and promptly submit to competent authorities for consideration and recognition of "The city completing the new rural task in 2024".
