Comments on the draft amendment and supplement to Regulation No. 171-QD/TW of the Central Party Secretariat

On the morning of October 12, in Hanoi, Party Central Committee member - Secretary of the Party Committee of the Central Agencies Bloc Nguyen Van The chaired an online conference in the Southern region to collect comments on the draft report on the results of 15 years of implementing Regulation No. 171-QD/TW, dated June 27, 2008 of the Secretariat "on the functions and tasks of Party committees, grassroots Party cells of mass organizations" and comments on the draft amendments and supplements to Regulation No. 171.

According to the report of the Party Committee of the Central Agencies, after 15 years of implementing Regulation 171-QD/TW, the country currently has 640 grassroots Party organizations in mass organizations with 10,579 Party members. In general, the Party Committees and grassroots Party cells of mass organizations have promoted their role as political cores, leading cadres, Party members, members, and workers to thoroughly grasp and implement the Party's guidelines and policies, and the State's policies and laws, contributing to building increasingly strong Party Committees and Party cells of mass organizations.

At the conference, 17 comments focused on affirming the outstanding results after 15 years of implementing Regulation No. 171. At the same time, they pointed out some limitations and shortcomings such as Regulation 171 of the Secretariat was issued in 2008, so some contents are no longer suitable; many legal documents of the State in the past 15 years have also been amended, supplemented and changed, so some contents in the regulation are not fully and promptly updated with documents, regulations of the Party, State and current practical situation. In addition, some Party committees have not really seen the role and importance of Party organizations in association agencies, the capacity of some Party committee members is still limited, especially in terms of grasping and participating in solving new and emerging issues... Delegates also proposed many new contents, practical, specific and extremely meaningful solutions, in which the need to strengthen the Party's leadership over mass associations and association members at the grassroots level is one of the solutions emphasized.

Concluding the conference, Secretary of the Party Committee of the Central Agencies Nguyen Van The acknowledged and highly appreciated the contributions of the delegates and the editorial board of the Project summarizing 15 years of implementing Regulation No. 171-QD/TW of the Secretariat. The Secretary of the Party Committee of the Central Agencies said that the contributions were very close to reality, with many new and practical contents, consistent with the regulations on the functions and tasks of the Party Committee and grassroots Party cells in mass organizations. The Secretary of the Party Committee of the Central Agencies requested the Editorial Board to review, study and fully absorb the opinions, proposals and recommendations of the delegates, and at the same time synthesize and serve as a basis for completing the report summarizing 15 years of implementing Regulation 171; Propose to the Central Committee the contents that need to be supplemented and amended regarding the functions and tasks of Party committees and Party cells to implement uniformly among localities in order to promote the role and effectiveness of the work of Party committees, Party cells at the grassroots level and mass organizations in the coming time.

BOX: In order to carry out the tasks assigned by the Secretariat, in the past time, the Party Committee of the Bloc has established an Editorial Board, organized the summarization, and collected opinions from relevant agencies and units. The Provincial Party Committees, City Party Committees, and Central Associations have also actively coordinated and participated in the process of preparing a summary report on 15 years of implementing the above regulations. Accordingly, the amendment and supplementation of Regulation 171 follows the principle of inheritance and adjustment to be more appropriate, specific, and clear. From there, some new contents are supplemented and updated to resolve difficulties, obstacles, and shortcomings, in order to ensure the promotion of the leadership role and political core of grassroots Party organizations in mass organizations.
