Inspectors discover incorrect payment of teaching allowances
On September 18, Mr. Dang Gia Duan, Chairman of the People's Committee of Buon Ho town (Dak Lak) said that the Provincial Inspectorate has not yet had an official inspection conclusion on the content of collecting the preferential allowance for teachers that was wrongly paid to the wrong subjects in the area (estimated at over 5.6 billion VND).
"When the inspection conclusion is available, Buon Ho town will develop a plan to implement the conclusion according to regulations and will officially inform the press," said Mr. Duan.

Recently, Dak Lak Provincial Inspectorate conducted an inspection on the management and use of finance and budget in Buon Ho town.
Thereby, it was discovered that Buon Ho town paid preferential allowances to teachers teaching at a number of schools (period 6/2021-7/2024) not in accordance with the instructions in Joint Circular No. 01/2006 (Ministry of Education and Training, Ministry of Home Affairs, Ministry of Finance) guiding the implementation of Decision No. 244 of the Prime Minister on preferential allowances for teachers.
Specifically, teachers at kindergartens and primary schools located in mountainous areas are entitled to a 50% preferential allowance; teachers in plains, cities and towns are entitled to a 35% preferential allowance.
Teachers at secondary and high schools located in mountainous areas are entitled to a preferential allowance of 35%; teachers in plains, cities and towns are entitled to a preferential allowance of 30%.
Dak Lak Provincial Inspectorate has sent a document to the Ethnic Committee (Ministry of Education and Training) for guidance to have a basis for concluding the application of preferential levels for teachers teaching in communes across the province.
The response document stated that from May 2021 onwards, Dak Lak had 184 communes, wards and towns in ethnic minority and mountainous areas and from June 4, 2021, according to Decision No. 861 of the Prime Minister, Dak Lak province had 130/184 communes in ethnic minority and mountainous areas (a decrease of 54 communes).
According to the Dak Lak Provincial Inspectorate, from June 2021 to December 31, 2023, Buon Ho town continued to pay preferential allowances at the level in mountainous areas to all teachers teaching at schools located in the area, which is not in accordance with regulations, causing a loss of the state budget of over 5.6 billion VND and needs to be recovered.
According to the Dak Lak Provincial Inspectorate, in addition to Buon Ho town, many other localities in the province also pay preferential allowances for mountainous areas in violation of regulations.
With the above situation, the Provincial Inspectorate has a document reporting to the Dak Lak Provincial People's Committee asking for a unified policy for the Inspectorate to conclude the recovery of over 5.6 billion VND that Buon Ho town paid in violation of regulations, and apply measures to recover the amount of money improperly spent on incentives for teachers in the remaining units in the province when the Provincial Inspectorate concludes.
With the proposal, Dak Lak Provincial People's Committee requested: "The Provincial Inspectorate shall organize and implement based on relevant legal regulations".
Up to now, the Dak Lak Provincial Inspectorate has not yet issued an inspection conclusion on the contents related to preferential allowances for teachers.
Local authorities set deadline for collecting arrears, many teachers are worried
According to research, recently, the People's Committee of Krong Pak district has issued a document requesting the withdrawal of preferential allowance payments for teachers who paid them in violation of regulations.

Krong Pak district requires schools to recover the difference in preferential allowances paid from January to August, before December 31.
At the same time, Krong Pak district requested to recover the difference in preferential allowances paid from June 2021 to December 2023, with the deadline for recovery before December 31, 2025.
Upon receiving the document, hundreds of teachers in Krong Pak district expressed great concern that a large sum of money would be confiscated.
Teacher D. (residing in Ea Kly commune, Krong Pak district) said that after receiving the "order" from their superiors, the teachers were in an uproar over the news of having to pay back the money that had been given to them for many years.
For Ms. D. personally, it is expected that nearly 50 million VND will be recovered and she does not know where to get this source to pay.
"The fault in this incident is not the teachers'. We have been receiving monthly allowances, so now it is really difficult to recover a large amount of money at once. Therefore, we hope that the authorities will be flexible and that if we have to pay, we will pay on a monthly basis," Ms. D. expressed her opinion.
In addition to Krong Pak district, M'Drak and Cu M'gar districts have also issued documents requesting the recovery of the difference in payment of preferential allowances for teachers exceeding the prescribed level.
