
Teachers working in Hanoi's public schools participating in the pilot program for setting educational service prices will be entitled to benefits as stipulated in Decree No. 73/2024/ND-CP.
On January 24th, the Hanoi Department of Education and Training announced that the city of Hanoi had approved the proposal from the Hanoi Department of Education and Training and the Hanoi Department of Finance regarding the provision of bonuses to teachers as stipulated in Decree No. 73/2024/ND-CP.
Accordingly, teachers working at schools participating in the pilot program for pricing educational services in the city will have their rights protected as stipulated in Decree No. 73/2024/ND-CP.
It is expected that the teachers will receive their awards after the City People's Council convenes and passes a resolution.
According to Government Decree No. 73/2024/ND-CP regulating the basic salary and bonus regime for officials, civil servants, public employees, and armed forces personnel, from July 1, 2024, officials, civil servants, and public employees are entitled to bonuses based on their work performance and the results of the annual performance evaluation and ranking.
The annual bonus fund under this regulation is separate from the reward fund stipulated in the Law on Emulation and Commendation and is determined by 10% of the total basic salary fund.
This is the first time that officials, civil servants, and public employees have received this allowance.
However, in early January 2025, according to feedback from teachers working at public schools participating in Hanoi's pilot program for ordering educational services, this group was not entitled to the provisions of Decree No. 73/2024/ND-CP because they were self-financing units.
In the 2024-2025 school year, Hanoi will have 119 educational institutions under the Hanoi Department of Education and Training implementing a pilot program for pricing educational services; in addition, there are approximately 250 educational institutions in the districts and towns.
In order to protect the rights of teachers, the Hanoi Department of Education and Training and the Department of Finance have submitted a report and proposal to the competent authorities to provide support to educational institutions implementing a pilot program for pricing educational services.
