On December 7, sources said that the People's Committee of Chu Pah district, Gia Lai province, has taken action to handle the responsibilities of individuals involved in the violations in substitute teaching at Ia Mo Nong Primary and Secondary School.
According to the inspection team of the People's Committee of Chu Pah district, Mr. Ro Cham Thom, a primary school teacher at Ia Mo Nong Primary and Secondary School, stopped teaching from September 2022 to December 2023 but hired someone else to teach instead and the school still paid his salary and allowances.
Specifically, during this time, Mr. Thom said that due to illness, he asked two people, Ms. Bui Thi Huong and Ms. Tran Thi Tam, who have teaching qualifications, to help teach the two classes he was in charge of. According to Ms. Huong and Ms. Tam, each of them was paid about 6 million VND by Mr. Thom every month.
Meanwhile, the school said that Mr. Thom had limited professional capacity and could not guarantee the new educational program, so it agreed to let Mr. Thom ask someone else to teach instead.
This is to create conditions for Mr. Thom to extend his working time to enjoy a one-time leave.
Through inspection, the inspection team determined that Mr. Thom had hired someone else to teach instead and had reported to the principal for approval due to limited capacity.
Specifically, he did not know how to use a computer to prepare lesson plans, and the new educational program was not updated, affecting the quality of students' learning. The school had agreed on this.
The observation sheets for Mr. Thom were rated very low, with some saying "teacher teaches haphazardly" or "teacher does not know how to teach". As a result, the quality of education for students has decreased, and many students do not complete the curriculum.
During the period from September 2022 to December 2023, Mr. Thom did not teach and hired someone else to teach instead, but the school still paid him a salary and other benefits of VND 241 million.
Mr. Thom received the above amount, then paid the substitute teacher 78 million VND, and he enjoyed the remaining 163 million VND.
Also at this school, in 2021 - 2022, the school paid more than 30 million VND for overtime and extra classes for 2 teachers, Mr. Le Huu Kien and Mr. Vu Dinh Tuan. Afterwards, the school principal, Mr. Tran Van Tinh, asked these 2 teachers to return the overtime and extra class money.
Through inspection, the inspection team determined that the school had paid the difference in overtime hours to Mr. Kien by 75 hours; Mr. Tuan taught 75.5 hours less than the paid hours.
The principal said that the unit's overtime pay should be used to pay for teaching a contract teacher and to decorate and repair the school.
From the above violations, the inspection team recommended handling the responsibility of Mr. Ro Cham Thom, and at the same time held a review meeting to draw experience from the collective and related individuals of the school.
Recover the school's 30 million VND due to illegal payment to the budget. Organize to handle the responsibility of Mr. Tran Van Tinh - the principal - for allowing the above violations to occur.
After the inspection, Mr. Tinh made a self-criticism, accepting responsibility for violations and limitations in budget management and use.
