Risk identification
In the 2023 rainy and stormy season, natural disasters occurred less frequently than in previous years. However, prolonged heavy rains and rainfall at some points caused significant damage to Quang Nam 's transport infrastructure.
Mr. Van Anh Tuan - Director of the Department of Transport, Deputy Head of the Provincial Traffic Safety Committee said that on National Highways 40B (Tam Ky - Nam Tra My) and QL24C (Bac Tra My - Quang Ngai ), the positive slope collapsed, filling the road surface and the negative slope collapsed, affecting traffic.
Regarding the provincial road system, landslides have occurred in many locations on Highway 606 (Tay Giang) and Highway 611 (Que Son - Nong Son), causing traffic jams and threatening the lives of road users. Some routes were deeply submerged by floodwaters, such as Highway 14H through Duy Xuyen and Nong Son; Highway 609 through Dai Loc.

According to the National Center for Hydro-Meteorological Forecasting, in the last months of 2024, the East Sea region is likely to see about 11-13 storms and tropical depressions. Of these, 5-7 storms and tropical depressions will directly affect our mainland.
Heavy rains are likely to begin in mid-September over a wide area. If extreme weather occurs during this year’s rainy season, Quang Nam’s transport infrastructure will be severely affected. Ensuring traffic safety will be difficult due to the risk of landslides.
During the rainy and stormy season, national highways such as 40B passing through Bac Tra My and Nam Tra My, 24C passing through Bac Tra My, 14H passing through Nong Son, 14D and 14B passing through Nam Giang, 14E passing through Phuoc Son, 14G passing through Dong Giang, Ho Chi Minh road passing through Dong Giang and Phuoc Son, and Truong Son Dong road are very susceptible to landslides.
For the provincial road system, traffic participants should pay attention not to travel in adverse weather on routes DT606, DT609 (Dai Loc - Dong Giang section), DT611 through Le Pass, DT617 through Bac Tra My.
Many roads are often deeply flooded such as Khe Rinh bridge on National Highway 14H in Phuoc Ninh commune (Nong Son) and Duy Trinh commune (Duy Xuyen), DT609 section through Ba Khe 2 and Ba Khe 3 bridges (Dai Loc)...
Need to proactively respond
Consecutive floods due to the influence of cold air and storm No. 9 at the end of October 2020 caused particularly serious landslides, breaking the foundation and road surface of route DH1.PS (Phuoc Duc - Phuoc Thanh) of Phuoc Son district.

The most serious situation was in Phuoc Kim and Phuoc Thanh, many locations had roadbeds and surfaces, bridges, and culverts eroded, causing road cuts; soil, rocks, and trees from the slopes collapsed and covered the road surface, paralyzing traffic. Route DH1.PS was blocked, making it impossible to open route DH2.PS (8.1km long) to Phuoc Loc commune.
Thanks to the support of professional units in overcoming the consequences of floods from the Quang Nam Department of Transport (the university routes are under the management of the district level), it took months for traffic to be restored.
Up to this point, the post-disaster reconstruction project on the above-mentioned roads has not been completed, facing the risk of being severely affected if extreme weather occurs.
Landslides often occur, and many unfinished construction projects may continue to experience this situation, such as DT609 route through Dai Hung (Dai Loc) and Ka Dang (Dong Giang) communes. QL14E through Hiep Duc and Phuoc Son is no exception.
Located in Nam Giang, the foundation and surface of the QL14D main road have been seriously degraded in recent times. Meanwhile, in previous years, many locations on the route were also frequently eroded, cutting off traffic for long periods of time. During this stormy season, traffic safety on the route across the Vietnam - Laos border is even more worrying.

Through the Dai Hung and Ka Dang communes, DT609 is being upgraded and expanded. However, due to the unfinished land and lack of capital, the construction cannot be completed by the end of August. Locations with positive slopes that need to be leveled or lowered will inevitably be affected by rain and floods, bringing rocks, soil, and trees crashing down onto the road.
Regarding traffic routes managed by the industry, Deputy Director of Quang Nam Province's Department of Transport - Mr. Tran Ngoc Thanh said that he has directed management and maintenance units to regularly develop plans for natural disaster prevention and search and rescue.
Pay attention to arranging machinery and equipment on each route, especially in key locations that are frequently subject to landslides and flooding on National Highway 14B, National Highway 14D, National Highway 40B, and Provincial Road 606 to deploy repairs and ensure traffic in the fastest time when a situation occurs.
Proactively contact localities where the routes pass through to coordinate in grasping traffic situation information, responding, handling, and overcoming the consequences of natural disasters. Focus on mobilizing machinery, equipment, raw materials, and local forces to support traffic recovery...
