On May 9, 2024, the Politburo issued Regulation No. 144-QD/TW on revolutionary ethical standards for cadres and party members in the new period, clearly defining the criteria of "Diligence, thrift, integrity, uprightness, impartiality". These core qualities of revolutionary cadres have been emphasized in many works of President Ho Chi Minh, Party Congress documents, resolutions, directives, and conclusions of the Central Executive Committee, the Politburo, and the Secretariat through the periods.
In the work “Diligence, Thrift, Integrity and Righteousness” in 1949, President Ho Chi Minh wrote: “Heaven has four seasons: Spring, Summer, Autumn, Winter. Earth has four directions: East, West, South, North. People have four virtues: Diligence, Thrift, Integrity and Righteousness. Lacking one season, it cannot become heaven. Lacking one direction, it cannot become earth. Lacking one virtue, it cannot become a person.”
President Ho Chi Minh also explained in detail what is diligence, thrift, integrity, and uprightness and how to be diligent, thrift, integrity, and upright. Specifically, diligence and thrift are being diligent, industrious, and frugal in labor and production to build the country, integrity and uprightness are keeping oneself clean, upright, not being greedy, not stealing public property, not exploiting the people, always putting national affairs first, before private affairs and family affairs.

In the work of building a contingent of cadres, our Party always pays attention to and directs the cultivation of the two qualities of “integrity and uprightness”, considering these as important criteria of a true cadre. The 13th National Congress of the Party emphasized that cadres must be “Honest, not opportunistic” and “Do not let unworthy people, those who do not meet the standards, those who show signs of political opportunism, and those who are ambitious for power into the contingent of leaders and managers at all levels…”.
To implement this policy, party organizations regularly pay attention to educating and improving the integrity and uprightness of party members and officials, contributing to preventing degradation in political ideology, ethics, lifestyle, and fighting corruption and negativity.
However, in the recent period, corruption and negativity in some areas have become more complicated and serious. Many major violations have resulted in particularly serious consequences, causing frustration among cadres, party members and the people. One of the main reasons leading to the above situation is that the work of preventing corruption and negativity in many places is still formal and not really effective.
In particular, solutions to "not want" corruption and negativity have not really received the attention, leadership, direction and good implementation of some Party committees and organizations, especially the work of educating ethics and integrity and building a culture of integrity.
Strengthening the Party's leadership in integrity education to prevent corruption and negativity is a requirement for Party committees, agencies and units at all levels today. The first subjects are cadres, Party members, and those who hold power entrusted by the people.
To strengthen integrity education, Party committees, agencies and units need to strengthen propaganda and raise awareness among cadres and Party members about the content and meaning of integrity qualities that have been supplemented and clarified in Party documents in recent years, especially Regulation No. 144-QD/TW of the Politburo.
It is necessary to consider integrity education as an important, regular, and long-term task in the work of building and rectifying the Party and the political system. Raise the awareness of self-cultivation and training of cadres and party members; promote the exemplary role of cadres and party members, especially the heads of agencies and units.
Party committees at all levels strengthen direction for innovation in the content and methods of integrity education in schools; first of all for academies, schools, and political training centers. Develop educational content suitable for each subject.
Diversify teaching methods such as researching and making integrity education content a separate subject, developing separate topics, integrating professional training; at the same time, focusing on building a clean, healthy, disciplined, orderly working environment, forming a culture of integrity in organizations, agencies, and units; moving towards forming a mindset of "not wanting" corruption in every cadre and party member.
