On April 5, Working Group No. 2, the Supervisory Group of the National Assembly Standing Committee, led by Lieutenant General Le Tan Toi, member of the Party Central Committee, Chairman of the National Defense and Security Committee, chaired a thematic supervision conference on "Implementation of policies and laws on ensuring traffic order and safety (TTATGT) from 2009 to the end of 2023" in Thanh Hoa .

Thanh Hoa is one of the few localities in the country with a diverse transportation network, with all types. Implementing policies and laws on traffic safety, the Party committees and authorities at all levels in the province have resolutely and seriously implemented them effectively. Propaganda work has been focused on and directed strongly, contributing to raising people's awareness and compliance with traffic safety laws. The number of road, rail, waterway traffic accidents... in the province has been controlled, gradually reducing all three criteria of the number of accidents, the number of deaths and the number of injuries. For many consecutive years, there have been no inland waterway traffic accidents in the province; the security and safety of civil aviation at Tho Xuan Airport has been ensured.

The province's traffic infrastructure has been invested in and effectively exploited; "black spots" and locations with potential risks of traffic accidents have been promptly handled. From July 1, 2009 to December 31, 2023, Thanh Hoa province has mobilized capital from the central and local levels reaching 60,120 billion VND to invest in new construction, upgrading, renovation, maintenance, and handling of "black spots" of traffic routes in the province.

Transportation work is focused on innovation, improving service quality, meeting the needs of goods transportation and travel of the people. Patrolling, controlling, inspecting and checking work is carried out regularly and continuously by functional forces, strictly handling violations. From July 1, 2009 to December 31, 2023, functional forces have inspected and handled 1.3 million cases of traffic safety violations, revoked 101,882 driving licenses, and temporarily detained 165,635 vehicles. Training, testing, granting driving licenses, and vehicle registration are strictly controlled in accordance with regulations, serving the needs of the people well.

At the conference, members of the working group acknowledged the results of ensuring traffic safety in Thanh Hoa province, and analyzed that the traffic accident situation in the province is still complicated, with many potential risks causing insecurity for people and vehicles participating in traffic. From July 1, 2009 to December 31, 2023, there were 8,817 traffic accidents in the province, killing 2,609 people and injuring 7,181 people. Awareness, compliance with traffic laws, and vehicle control skills of a number of traffic participants are still poor; the effectiveness of propaganda work on traffic safety laws in some localities has not created a widespread influence on all people. Many national highways and provincial roads are long, running through complex terrains and large areas, while the force is thin, scattered and has to undertake many unexpected tasks, so it is not possible to manage all routes and traffic areas in the province.

The encroachment on road and railway safety corridors is still happening. With 103.2km of railway running through the province, the number of people's paths and spontaneous crossings built by people across the railway is still high, management is still limited; warning and barrier equipment have not met the demand. Most of the province's road traffic routes have not been installed with camera surveillance and violation handling systems, so they have not had a deterrent and educational effect and are limited in handling violations and preventing, controlling and reducing traffic accidents. The development of traffic infrastructure has not kept up with the increasing number of vehicles participating in traffic. The application of information technology; the development of management software in transport business activities has not been completed and synchronized to serve the management, inspection and violation handling work.

At the conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem and representatives of the Provincial Police and the Department of Transport received opinions from the working delegation members and analyzed and clarified a number of issues regarding investment in western routes to ensure border security and serve the lives of the people in the mountainous areas of the province; handling of "black spots and potential spots" for traffic accidents; driver training and testing; causes of traffic accidents in the province increasing in recent years; decentralization to commune police to issue motorcycle license plates; handling of violations of alcohol concentration when participating in traffic...

Concluding the conference, Chairman of the National Defense and Security Committee Le Tan Toi highly appreciated the work of ensuring traffic safety in Thanh Hoa province in recent years. He emphasized that Thanh Hoa has a rapid development speed of means of transport, while the development of traffic infrastructure has not kept up with the requirements. Therefore, Thanh Hoa province will accept the opinions of the members of the monitoring delegation, clarify the shortcomings, causes, and proposals of the province and complete the report to provide to the monitoring delegation before April 15, 2024.

The Chairman of the National Defense and Security Committee acknowledged the recommendations and proposals of Thanh Hoa province. The monitoring delegation will synthesize, report and fully reflect to the National Assembly, the National Assembly Standing Committee, the Government, and the State management ministries in this field to have effective and practical solutions. In the coming time, Thanh Hoa province needs to continue to effectively implement policies and laws on ensuring traffic safety, contributing to the socio-economic development of the locality in particular and the country in general.

Speaking to receive opinions, Chairman of the Provincial People's Committee Do Minh Tuan respectfully thanked the working group for suggesting practical solutions to the province to overcome shortcomings and limitations, gradually making the work of ensuring traffic safety more and more effective. At the same time, he assigned the Provincial Traffic Safety Committee, the Provincial People's Committee Office, and the Provincial Police to update the opinions of the working group members to complete the report before April 15. The Chairman of the Provincial People's Committee hopes that the National Assembly Standing Committee will continue to pay attention to and support Thanh Hoa province in the fields of socio-economic development.
