On the morning of April 5, Working Group No. 2, the Supervisory Group of the National Assembly Standing Committee, conducted a survey on the implementation of policies and laws on ensuring traffic safety and order (TSA) from 2009 to the end of 2023 at Thanh Hoa City Police and Thanh Hoa Transport Vocational College.

Over the past 15 years, Thanh Hoa City Police have effectively implemented legal documents on ensuring traffic safety in all aspects of work. Traffic safety in the city has always been maintained stably, traffic accidents have been controlled and tended to decrease. People's awareness of law enforcement has been raised; there have been no prominent violations causing public outrage; there have been no prolonged traffic jams and illegal racing, making an important contribution to serving the goal of socio-economic development and building a "civilized city, friendly citizens" in Thanh Hoa City.

From July 1, 2009 to December 31, 2023, Thanh Hoa City Police detected and handled 95,355 cases of traffic safety violations; temporarily detained 32,746 vehicles, and revoked driving licenses of 12,705 cases.
In the process of enforcing the law on traffic safety, Thanh Hoa City Police still face many difficulties, affecting the quality and effectiveness of the work of the forces on duty, such as: There are no regulations on converting seats and beds for passenger vehicles, so many large passenger vehicles are still allowed to enter routes that prohibit 30-seat passenger vehicles. Regulations on the authority to temporarily detain evidence and vehicles are the authority to handle administrative violations. Regulations on confiscation of vehicles for liquidation are still cumbersome and difficult to implement, leading to a backlog of many violating vehicles that violators do not come to resolve.

In recent years, Thanh Hoa Vocational College of Transport has actively invested in upgrading facilities and equipment, improving the quality of teachers, and innovating training programs to improve the quality of training, testing, and granting driving licenses, contributing to ensuring traffic safety in the province in particular and the country in general.
Implementing the regulations of the Government and relevant ministries on training, testing and granting of road motor vehicle driving licenses, the school has invested in and upgraded the classroom system, teaching equipment, driving practice vehicles, driving practice grounds, practice roads, and improved the quality of the teaching staff in accordance with the regulations on technical and professional standards of the training facility.
From 2009 to 2023, the school has trained 76,680 students to drive cars of all classes; 335,877 students to drive motorbikes of class A1; and provided legal knowledge to 1,257 people...

However, during the operation, the school still encountered many difficulties. The regulation of a 6-month health certificate is not suitable for the current training program for class C drivers (because the training period for class C drivers is 6 months, so students must have a health check again before being tested for a driver's license).

During the survey, the members of the working group analyzed and clarified the results of the implementation of traffic safety laws and policies of the units. At the same time, they noted the difficulties and obstacles in the enforcement of traffic safety laws of the Thanh Hoa City Police force and the training, testing and licensing of the Thanh Hoa Vocational College of Traffic and Transport.

Speaking at the inspection session, Vice Chairman of the National Assembly's Law Committee Nguyen Truong Giang highly appreciated the results of the implementation of current policies and laws on traffic safety of the units. At the same time, he accepted the recommendations and proposals of the units in the process of implementing policies and laws on traffic safety and synthesized them to continue working with the Thanh Hoa Provincial People's Committee. From there, the National Assembly will continue to improve policies and laws and have solutions to make the work of ensuring traffic order and safety more and more systematic and effective.
