This morning, November 12, the monitoring delegation of the Culture - Social Committee of the People's Council of Quang Tri province worked with the Gio Linh District Medical Center on the implementation results of Resolution No. 87/NQ-HDND dated December 9, 2022 and Resolution No. 45/2020/NQ-HDND dated July 23, 2020 of the Provincial People's Council on the development of the health system and population policy in the area.

Results of implementing Resolution No. 87/NQ-HDND in Gio Linh district: Up to now, the ratio of doctors/10,000 people is 6 doctors; the ratio of hospital beds/10,000 people is 13.7 beds; communes meeting the National Health Criteria for the period up to 2030 by the end of 2023 reached 9/17 communes, striving to reach 17/17 communes by the end of 2024. Implementing Decision No. 672/QD-UBND dated March 28, 2024 of the Provincial People's Committee Chairman on promulgating the Regulation on functions, tasks, powers and organizational structure of Gio Linh District Medical Center under the Department of Health of Quang Tri province, the center has been gradually innovated and rearranged in a streamlined direction, operating effectively and efficiently.

With its assigned functions and tasks, the center has actively contributed to providing medical services in the area and helping administrative agencies and organizations perform state management functions in various fields.

As of October 31, 2024, the total staff of the unit is 239 people; 69 people receive salaries from career revenue. Results of implementing population and development targets until 2024, with a vision to 2030: maintaining the annual natural population growth rate below 1%; the estimated birth rate of the third child or more by the end of 2024 is 25.0%, down 5.2% compared to 2020; in 2024, 6 villages were launched with no people giving birth to the third child or more.

The center has a scale of 110 planned beds and 160 actual beds; including 16 departments and rooms. In 2024, 2 new departments (obstetrics and infectious diseases) were invested in and built. There are 17 medical stations located in communes and towns that have been newly invested in and built.

Regarding Resolution No. 45/2020/NQ-HDND, the district health sector has effectively implemented communication campaigns integrating annual Population-Family Planning services; built models of villages, hamlets, and neighborhoods with no people giving birth to a third child or more; and provided family planning services.

Implement projects on controlling gender imbalance at birth, prenatal and newborn screening, population control in coastal, island and sea areas; model to improve population quality for ethnic minorities; enhance pre-marital health consultation and examination and provide population-family planning services for youth and adolescents; health care program for the elderly.

The departments and offices of the District Health Center and 100% of the health stations are ready to provide Population and Family Planning services according to Decision No. 134/QD-BYT. There are 17/17 population officers of communes and towns working at health stations under the District Health Center. From 2020 to present, the whole district has 178 population collaborators working regularly in 97 villages and neighborhoods in 17 communes and towns.

The implementation of the resolutions of the Provincial People's Council in Gio Linh district still has limitations, difficulties and obstacles. Therefore, Gio Linh District Medical Center recommends that the Provincial People's Council should propose to the Ministry of Health to amend Circular 56/2011/TT-BYT on preferential allowances for health workers; pay tuition fees, postgraduate graduation thesis according to Resolution 166/2021NQ-HDND for the periods 2020-2022 and 2021-2023.

Support the purchase of health insurance for village health workers for those who do not overlap with population collaborators. Continue to maintain the monthly support policy for attracting positions of doctors, pharmacists, and advanced training staff; have a first-time attraction policy for newly graduated doctors and high-quality human resources.

After Resolution No. 45/2020/NQ-HDND expires, the Provincial People's Council is expected to issue a new resolution on implementing population policies in the province. Propose that the Provincial People's Committee allocate capital to build new technical areas and administrative management areas, wastewater treatment systems, repair fire prevention systems; complete facilities at medical stations and repair some degraded items.

Linh Truong Commune Health Station has been demolished to serve the construction of the North-South Expressway, but has not been rebuilt. It is recommended to speed up the project implementation progress to put it into use. Arrange capital to replace old equipment and machinery; support upgrading computers to ensure the quality of information technology application in medical examination and treatment activities...

At the meeting, the Provincial People's Council's Culture and Social Committee received proposals and recommendations from Gio Linh District Medical Center to submit to competent authorities for consideration and resolution.

On the same morning, the monitoring delegation of the Provincial People's Council's Culture and Social Affairs Committee surveyed Gio Chau Commune Health Station and listened to the report on the results of medical examination and treatment, organizational structure, and recommendations and proposals of the station.
