Supervising the management of public assets such as houses and land in Cam Lo district

This morning, October 10, the monitoring delegation of the Standing Committee of the People's Council of Quang Tri province worked with Cam Lo district to monitor the implementation of policies and laws on management, use, and rearrangement of public assets such as houses and land in the period of 2018 - 2024.

Cam Lo District People's Committee is managing 371 houses and land (136 land, 235 houses) which are offices, career facilities, and official residences. Of these, 123 land has land use right certificates, 13 do not have land use right certificates.

After Decision No. 3186/QD-UBND dated December 25, 2023 of the People's Committee of Quang Tri province on the transfer of houses and land, the District People's Committee directed relevant units to transfer 26 houses and land to management agencies for proper use.

Currently, the district is continuing to review the planning work, adjust the planning, land use plan to grant construction investment licenses for houses and land in Thanh An commune that have been arranged in the period of 2019-2021; request competent authorities to issue new land use right certificates, transfer land use rights attached to assets on land for houses and land that must be rearranged, processed, and transferred.

At the same time, continue to submit to the Provincial People's Committee for approval the plan to transfer 14 real estate facilities ofeducational public service units to localities and commune police for management and use.

Proposal to auction 13 houses and land according to the roadmap of the Project to sell assets on land and transfer land use rights of Cam Lo district, phase 2023 - 2025; the expected source of funding is about 15 - 20 billion VND, used for the purpose of investing in infrastructure and building an advanced new rural district.

At the meeting, the leader of Cam Lo District People's Committee proposed that the Provincial People's Council and the Standing Committee of the Provincial People's Council consider amending a number of articles in Resolution No. 100/2021/NQ-HDND dated July 16, 2021 of the Provincial People's Council because currently some articles are not consistent with the Land Law (amended) effective from August 1, 2024 and the Law on Management and Use of Public Assets (amended) effective from January 1, 2023.

Propose that the Provincial People's Council assign greater decentralization and authority to units and localities regarding the purchase and liquidation of public assets.

The monitoring delegation requested Cam Lo district to review and coordinate with provincial departments and branches to establish records and plans to arrange, handle, and transfer real estate assets in accordance with current practices.

For the 13 establishments that do not have land use right certificates, the district needs to review and study the planning of the province and district to have a suitable solution. Continue to study the plan to arrange and handle redundant offices in localities implementing administrative boundary mergers.
