This afternoon, December 25, Vice Chairman of Quang Tri Provincial People's Committee Hoang Nam chaired a meeting to deploy the task of reorganizing the apparatus of two departments: Science and Technology, Information and Communications according to the conclusion of the Steering Committee summarizing Resolution No. 18-NQ/TW and reorganizing the apparatus of the political system.

The report on the project to merge two departments: Science and Technology, Information and Communications into the Department of Science, Technology and Communications said that the two units have relatively similar and overlapping functions and tasks such as: advising on the development and implementation of legal documents, strategies, planning, plans, programs, projects, technical regulations, national standards, economic and technical norms; researching and applying scientific and technological advances, implementing projects and plans on information technology; state management of intellectual property...

The arrangement of the two departments is necessary to streamline the focal point, after the arrangement, the unit will operate in accordance with regulations, effectively and efficiently, in accordance with the conditions and actual situation of the province.

According to the project, after the arrangement, the Department of Science, Technology and Communications performs the function of advising the Provincial People's Committee on state management of scientific research activities, technology development, innovation; development of scientific and technological potential; standards, measurement, quality; intellectual property; application of radiation and radioactive isotopes; radiation and nuclear safety; press; publishing, printing, distribution; radio and television; electronic information; foreign information; grassroots information; post; digital infrastructure; radio frequency; information technology industry; digital transformation; network information security; electronic transactions, management and implementation of public career services in the fields within the scope of the department's functions according to the provisions of law.

The organizational structure includes a board of directors (7 civil servants); 8 professional departments. It is expected to maintain 3 public service units after the merger, including: Center for Research, Technology Transfer and Innovation; Center for Technical Standards and Quality Measurement (under the Department of Science and Technology) and Center for Information Technology and Communications (under the Department of Information and Communications).

Rename the Information Technology and Communications Center to the Information Technology and Digital Transformation Center. From a total of 10 professional and technical departments of the two units, after the merger, the Department of Science, Technology and Communications has 8 professional and technical departments, a reduction of 2 departments.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam agreed with the arrangement plan, and said that the project closely followed the central and provincial guidelines on the orientation of arranging and merging the two departments: Science and Technology, Information and Communications.

The Vice Chairman of the Provincial People's Committee noted that the two units need to closely follow the model project framework issued by the Department of Home Affairs to complete the project content, carefully review to not miss the tasks of the specialized department, and comply with the principle of streamlining but must be effective and efficient.

Develop a plan for the arrangement and assignment of civil servants and public employees in accordance with their job positions, clearly identify the number of redundant civil servants and public employees associated with the implementation of streamlining the payroll. Complete and consolidate the internal organization to ensure streamlining and effective operation, and at the same time have a plan for training, fostering, and improving the professional qualifications and skills of the team to meet the requirements of the unit's political tasks in the new situation.
