Director of Thai Binh Department of Education and Training suspended from work for another 15 days

Thai Binh Provincial People's Committee has just issued Decision No. 1356/QD-UBND on extending the temporary suspension period for officials.

Specifically, the temporary suspension period for Mr. Nguyen Viet Hien, Director of the Department of Education and Training, to serve the inspection of the organization of the 2024-2025 grade 10 entrance exam in Thai Binh province from August 21, the extended suspension period is 15 working days.

Mr. Nguyen Viet Hien is responsible for strictly implementing the decision to extend the temporary suspension from work; providing full information and relevant documents and complying with the requests of the Head of the Inspection Team and competent authorities during the inspection period as prescribed.

Previously, the People's Committee of Thai Binh province informed about the inspection of the implementation of policies, laws, tasks and powers assigned to the Department of Education and Training, the Director of the Department of Education and Training and related organizations and individuals in organizing the entrance exam for grade 10 high school in the 2024-2025 school year in Thai Binh province.

Initially, it was determined that the Head of the Exam Steering Committee and the Secretariat did not follow the regulations in the process of retrieving the essay test papers at the exam, leading to the incorrect announcement of the total admission scores of 1,589 candidates, incorrect admission scores for the first round of 4/12 specialized classes under the Admission Council of Specialized High Schools and 11/29 Admission Councils of General High Schools, and incorrect admission results of 510 candidates.

The inspection team pointed out that the Head of the Secretariat and related individuals of the Secretariat did not fully perform their responsibilities in performing their official duties. The Head of the Exam Steering Committee was irresponsible, did not inspect, supervise and did not promptly report to the Provincial People's Committee about unusual incidents at the exam.

At the stage of reviewing the essay test, the provincial inspectorate determined the responsibility of the civil servants and public employees of the Secretariat in performing the assigned tasks and powers at the exam.

In the petition, Ms. D. stated that the entrance exam for grade 10 high school in the 2024-2025 school year in Thai Binh province took place on June 6-8, 2024, and the exam scores were announced and available for lookup on June 16. When seeing the exam scores, my family and many parents, students, and teachers of secondary schools in the whole province were extremely surprised and upset because the scores did not accurately reflect the students' test results.

Also in the petition, Ms. D. said that after the first results were announced, the parents submitted a request for a review. On July 16, the results of the review confirmed that many candidates' exams were graded incorrectly. After the review, the scores of the subjects, especially math and literature, were very different from the previously graded scores.

Specifically, candidate number 260xxx had a math score of 3.75, but the re-examination raised the score to 9.5. Candidate number 260xxx got 4 points in the literature test, but after the re-examination raised the score to 7.5 points.

Among them, candidate number 270xxx won second prize in math in the Thai Binh provincial excellent student exam, but his math result was only 5.5 points; the male student's math review result was 9.5 points...
