On the morning of November 6, at the question and answer session before the National Assembly, Chief Justice of the Supreme People's Court Nguyen Hoa Binh presented a report on the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th term to the end of the 4th Session on thematic supervision and questioning.
Chief Justice of the Supreme People's Court Nguyen Hoa Binh said that immediately after the National Assembly's Resolutions were issued, the Supreme People's Court directed the Courts at all levels to promptly grasp and seriously implement them. On the basis of drastic, synchronous and effective implementation of comprehensive solutions, the work of the Courts has had many positive changes.
Regarding the implementation of the task of "Promptly and strictly trying all crimes related to urban planning, management and land use" as required in Resolution No. 82/2019/QH14, from July 1, 2019 to June 30, 2023, the Courts accepted 126 cases with 375 defendants; resolved and tried 114 cases with 348 defendants for crimes of violating regulations on land use; violating regulations on land management; violating regulations on compensation, support and resettlement when the State recovers land, reaching a rate of 90.5% in terms of the number of cases and 92.8% in terms of the number of defendants, exceeding 2.5% of the target set by the National Assembly.

“100% of cases related to urban planning, management and land use were brought to trial within the time limit prescribed by law. The quality of settlement and trial was guaranteed. To date, no cases of wrongful convictions or signs of criminals being let off the hook have been discovered,” Chief Justice of the Supreme People’s Court Nguyen Hoa Binh reported to the National Assembly.
Regarding the results of implementing policies and laws on preventing and combating child abuse as required in Resolution No. 121/2020/QH14 dated June 19, 2020, the Chief Justice of the Supreme People's Court said that from July 1, 2020 to June 30, 2023, the Courts accepted 7,064 cases with 7,677 defendants committing crimes against children; resolved and tried 6,755 cases with 7,318 defendants, reaching 95.63% in terms of the number of cases and 95.32% in terms of the number of defendants; exceeding 5.63% compared to the target of the National Assembly Resolution. 100% of cases were brought to trial within the time limit prescribed by law.
The Supreme People's Court is always interested in guiding the consistent application of the law. In 2022, the Courts saved over 5% of the allocated budget. The Courts focused on quickly resolving cases from the stage of accepting files to assigning judges to study and promptly bring the cases to trial; strengthening coordination with prosecution agencies; focusing on applying measures to recover State assets that have been appropriated or damaged. In the first 9 months of 2023, the Courts announced the recovery of money and assets for 147 cases with 490 defendants in economic and corruption cases with money and assets of more than 1,200 billion VND; 109 cases with 396 defendants have overcome the consequences and returned more than 408 billion VND of misappropriated assets.
Regarding the implementation of the task of "Continuing to effectively implement the targets, tasks and solutions according to Resolution No. 96/2019/QH14 of the National Assembly" stipulated in Clause 15, Article 2 of Resolution No. 134/2020/QH14, Chief Justice Nguyen Hoa Binh said that from October 1, 2020 to June 30, 2023, the Courts accepted 1,450,770 cases; resolved 1,276,435 cases, reaching a rate of 88%. The rate of judgments and decisions annulled or amended due to subjective reasons of the Courts every year meets the National Assembly's target (not exceeding 1.5%).

The trial of criminal cases was strict, with the right person and the right crime being tried; no cases of wrongful conviction of innocent people or omission of criminals were found. The Courts resolved and tried 95% of criminal cases (exceeding the target assigned by the National Assembly by 7%); 86% of civil cases (exceeding the target assigned by the National Assembly by 8%); and 77.65% of administrative cases (exceeding the target assigned by the National Assembly by 17.65%). The Courts focused on mediation and dialogue; limited the time limit for cases to be overdue; coordinated with the Procuracy at all levels to organize 37,281 trial sessions to gain experience; since then, the rate and quality of resolving and trying cases have continuously increased over the years.
There has been progress in handling requests for review and retrial. In 2022, the rate of handling requests for review and retrial by the Court system exceeded the target assigned by the National Assembly by 2.4%.

Regarding the results of implementation and response to questions from National Assembly deputies, the Chief Justice of the Supreme People's Court continued to direct many solutions to seriously implement the Resolution on questions of the National Assembly Standing Committee at the March 2023 session. Before the sessions of the National Assembly, the Chief Justice of the Supreme People's Court directed timely response to voters' petitions. According to the report of the Petition Committee, the Supreme People's Court responded to 100% of voters' petitions forwarded to the Court by the Petition Committee.
In addition, Chief Justice of the Supreme People's Court Nguyen Hoa Binh also said that the rate of judgments and decisions on administrative cases that were annulled or amended due to subjective reasons of the Court has not met the target set by the National Assembly; the number of staff has not met the requirements of the task, has not been increased in proportion to the increase in authority and tasks of the People's Court; facilities, equipment, and working conditions of some units and Courts have not fully met the work requirements, especially the implementation of the Law on Mediation and Dialogue, organizing online trials, etc. The annual allocation of state public investment capital only meets about 50% of the investment needs; the annual funding for headquarters maintenance and repair is still low. Some local Courts have not focused on coordinating well with relevant agencies in the process of implementing tasks; some Court officials have not strictly followed public service discipline, leading to disciplinary action, etc.
