Receiving voters' opinions and recommendations sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters regarding mechanisms and policies.
Mechanisms and policies for socialization of non-public educational institutions are maintained and promoted effectively.
Voters of Thanh Hoa City proposed that the province study and issue a Resolution on policies to encourage and provide incentives in the socialization of investment in the construction and management of People's cemeteries to attract non-budgetary investment capital; increase compensation and support levels for moving graves when carrying out site clearance for investment projects to provide maximum economic support for those who have to move graves.
According to the answer: On April 20, 2023, the Provincial People's Committee issued Decision No. 16/2023/QD-UBND regulating compensation, support and resettlement when the State acquires land in Thanh Hoa province; including the content of increasing the compensation and support level for moving graves. Regarding the content of the proposal for the province to study and issue a Resolution on incentive and preferential policies in the socialization of investment in construction and management of People's cemeteries to attract non-budgetary investment sources, the Provincial People's Committee accepted the opinions of voters, assigned the Department of Construction to preside over, coordinate with the Department of Finance and related units based on the provisions of current laws, have opinions and proposals, report to the Provincial People's Committee for consideration, submit to competent authorities for decision according to regulations.
Voters of Thanh Hoa City proposed to have a general guiding document for the whole province to support private and non-public preschools in areas with industrial parks (implemented according to Resolution 05/2022/NQ-HDND, dated December 11, 2022 of the Provincial People's Council) because private independent preschools do not have seals or accounts, so according to financial principles, the State Treasury does not pay support. According to the response: On January 16, 2023, the Chairman of the Provincial People's Committee issued Decision No. 239/QD-UBND on promulgating newly issued administrative procedures in the field of Education and Training in the national education system under the authority of the People's Committees at the district level, Thanh Hoa province; On February 24, 2023, the Department of Education and Training issued Decision No. 194/QD-SGDĐT on internal procedures for handling administrative procedures in the field of Education and Training under the jurisdiction of the People's Committees at the district level, Thanh Hoa province. In particular, it specifically stipulates the procedures for funding support for independent, private preschools in areas with industrial parks (Transaction Code: 1.011458). The City People's Committee is requested to study and respond to voters according to regulations.
The fact that the State Treasury does not pay the regime as reflected by voters of Thanh Hoa City is unfounded; because in the case of independent, private preschools without a seal or account, based on the written request for funding from the independent, private preschools with confirmation from the local authorities (Commune and Ward People's Committees) sent to the District People's Committee (through the District Education and Training Department or the Office of the People's Council - District People's Committee for districts where the Education and Training Department does not have a budget account); the State Treasury shall make payments to the unit according to regulations. According to reports from districts, towns and cities, by December 31, 2023, the facilities had received sufficient funding according to regulations.
Voters of Hoang Hoa district requested the Provincial People's Committee and relevant departments and branches to promptly issue instructions on specific mechanisms for new rural areas according to Decree 38, Decree 27 of the Government and Decision 34 of the Chairman of the Provincial People's Committee such as: Roads, cultural houses, drainage ditches, schools, medical stations, ponds, etc. so that the commune level has a basis to mobilize socialization for convenient construction. According to the response: On September 12, 2023, the Provincial People's Committee issued Decision No. 34/2023/QD-UBND promulgating the list of project types under the National Target Program for the period 2021-2025 to apply specific mechanisms in Thanh Hoa province; accordingly, relevant departments, branches and units, based on their assigned functions and tasks, have issued documents guiding specific mechanisms for implementing national target programs. Request the People's Committee of Hoang Hoa district to study and implement and respond to voters according to regulations.
On February 7, 2024, the Provincial People's Committee issued Decision No. 710/QD-UBND approving the model design: Commune health stations, Cultural houses, village community activity houses, Primary school classrooms, Preschool care, nurturing and education houses under the National Target Program applying specific mechanisms in Thanh Hoa province. On April 2, 2024, the Provincial People's Committee issued Official Dispatch No. 4459/UBND-THKH on the implementation of Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs; Therefore, regarding voters' recommendations on new rural construction, the Provincial People's Committee will direct the Provincial New Rural Construction Program Coordination Office to issue documents guiding districts, towns and cities in the province to implement. In case, in reality, localities in general and Hoang Hoa district in particular have difficulties in implementing according to regulations, it is recommended that localities issue documents to send to competent authorities for guidance according to regulations.
Voters of Bim Son town proposed that the Provincial People's Committee consider raising the allowance level for the position of Clerk - Treasurer at ward and commune levels. According to the response, the allowance level for the position of Clerk - Treasurer at ward and commune levels is stipulated in Resolution No. 232/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council on the title and number of non-professional workers at commune, village and residential group levels; title, number and remuneration levels for Chairmen of special associations at commune level; title, number and remuneration levels for people directly participating in the work of villages and residential groups; and the level of allocated operating expenses for socio-political organizations at commune level in villages and residential groups in the area. Accordingly, the title of clerk - archivist - treasurer is a title of a non-professional worker at the commune level, with an allowance of 1.0 for commune level type 1 and 0.9 of the basic salary for commune level type 2 and 3.
On December 10, 2021, the Provincial People's Council issued Resolution 177/2021/NQ-HDND promulgating principles, criteria and norms for allocating regular local budget expenditure estimates in 2022 and stabilizing until 2025, Thanh Hoa province. Accordingly, for commune-level administrative management expenditures, expenditure norms are allocated according to commune type and region, ensuring the regime for non-professional commune-level workers according to regulations. On the other hand, on June 10, 2023, the Government issued Decree No. 33/2023/ND-CP on commune-level cadres, civil servants and non-professional workers at commune level, in villages and residential groups; Accordingly, the Provincial People's Committee has assigned the Department of Home Affairs to preside over the drafting of a Resolution to replace Resolution No. 232/2019/NQ-HDND, dated December 12, 2019 of the Provincial People's Council (expected to be submitted to the Provincial People's Council at the regular session in mid-2024).
Voters of Ba Thuoc district proposed that the province have mechanisms and policies to support households doing community tourism in the province in general and Ba Thuoc district, Thanh Hoa province in particular. Voters of Lang Chanh district proposed that the province have policies to support mountainous districts in developing green tourism, community tourism associated with preserving and promoting traditional values.
According to the answer: On January 1, 2024, the Provincial People's Committee issued Decision No. 01/QD-UBND on promulgating the 2024 Work Program; accordingly, the Department of Culture, Sports and Tourism was assigned to advise on the task of developing policies to encourage tourism development in the province for the period 2025 - 2030. Currently, the Department of Culture, Sports and Tourism is implementing the proposal to develop a Resolution to promulgate the above policy, which is expected to include support for households doing community tourism, support for the development of green tourism, sustainable tourism... according to the recommendations of voters in Ba Thuoc district and Lang Chanh district.
Voters of Lang Chanh district proposed that the province have policies for communes, villages, and hamlets leaving difficult areas regarding: Support policies for students, teachers, and health insurance support policies for people. According to the response: On May 25, 2023, the Standing Committee of the Provincial Party Committee issued Conclusion No. 2372-KL/TU, in which it agreed not to issue mechanisms and policies to support extremely difficult communes in ethnic minority and mountainous areas, in the period of 2016 - 2020 but not in the particularly difficult area (period 2021-2025), sustainable socio-economic development and poverty reduction. On the other hand, according to the provisions of Point b, Section 2 of Directive No. 01/CT-TTg dated January 4, 2024 of the Prime Minister: "Ministries, central and local agencies: Only submit to competent authorities to issue new policies, projects and tasks when really necessary and with guaranteed resources; fully estimate the funding needs to implement new policies, regimes and tasks decided by competent authorities." Therefore, there is currently not enough basis to advise on policy issuance.
