On the afternoon of November 26, at the National Assembly House, continuing the 8th Session Program, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly discussed in the hall the work reports of the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control and law violations; execution of judgments; corruption prevention and control in 2024; results of monitoring the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly; results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations (KNTC) in 2024.
Participating in giving comments on the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2024, National Assembly Deputy Mai Van Hai, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, agreed with the Government's report on receiving citizens and resolving administrative complaints and denunciations in 2024.
At the same time, it is believed that the work of receiving citizens and handling complaints and denunciations of citizens in 2024 has achieved many results, contributing to stabilizing the situation nationwide. The Government, ministries, branches and localities have promoted their responsibility in directing the organization of receiving citizens, classifying and handling complaints and denunciations under their authority. Party committees and authorities at all levels have directed the implementation of citizen reception quite well; heads of Party committees and authorities at all levels have periodically and unexpectedly received citizens. Through citizen reception, they have promptly grasped the thoughts and aspirations of the people, explained to the people about the policies and laws of the Party and State; received and classified complaints and denunciations, reflections and recommendations for settlement according to their authority or forwarded to competent agencies for consideration and settlement.
In 2024, although the number of complaints and denunciations increased compared to 2023, the Prime Minister, ministries, branches and localities focused on directing the resolution, both removing difficulties and obstacles to perfect the institutions and focusing highly on resolving complaints and denunciations under their authority. The Government has paid great attention to directing the organization to review and resolve many pending, complicated and prolonged complaints and denunciations.
Through the settlement of complaints and denunciations, the Party has made a very important contribution to the fight against corruption, resolving the legitimate rights of people and relevant agencies and organizations; handling many economic violations, recovering money, assets, and land for the State. At the same time, it has recommended strict handling of many groups and individuals who have violated the law. Through the settlement of complaints and denunciations, the People's trust in the Party and the Government has been created.
In addition, the work of receiving citizens, classifying and handling petitions is still confusing, the content of complaints, reflections and recommendations is not clearly defined, and the authority to resolve them is not clearly defined; the heads of some local Party committees and authorities have not strictly implemented the schedule of receiving citizens periodically and receiving citizens unexpectedly; there is still a situation where some competent agencies, when receiving petitions from elected agencies, transfer petitions but the settlement is still slow; some Party committees and authorities have not paid due attention to dialogue with the people, especially dialogue in resolving some pending, complicated and crowded cases; some localities have a low rate of resolving complaints and petitions.
2025 is the year of Party congresses at all levels, leading up to the 14th National Party Congress, the situation of petitions and complaints may still be complicated.
From the above issues, National Assembly Deputy Mai Van Hai suggested that the Government continue to perform better, improve the quality of law-making work; direct ministries, branches and localities to regularly review and promptly detect shortcomings in the implementation of policies and laws, improve the effectiveness of state management in all fields, especially those that are prone to complaints and denunciations such as: natural resources and environment; site clearance, resettlement; housing; finance; healthcare; basic construction investment...
It is recommended that the Government continue to direct the review of outstanding, complicated and prolonged cases, clearly identify the causes and assign specific responsibilities to competent agencies in considering and resolving them, in which the heads of Party committees and authorities must pay attention to and persistently engage in dialogue to properly resolve complicated and prolonged cases. There must be strong enough measures and sanctions to strictly handle citizens who deliberately abuse the right to complain, do not implement legal settlement decisions that have come into legal effect, deliberately file lawsuits multiple times, and file lawsuits beyond their level, causing instability in the locality, agency or unit.
The Government directs to promote the responsibility of leaders of Party committees and authorities at all levels; heads of state agencies in receiving citizens according to the provisions of the Law on Reception of Citizens; it is necessary to continue training and improving the qualifications of the team working in receiving citizens. The situation of wrongly determining the authority to handle complaints and denunciations must be overcome.
Eligible complaints must be immediately accepted and considered for resolution in accordance with the provisions of the Law on Complaints and the Law on Denunciation. In addition, attention must be paid to and focused on resolving complaints at the grassroots level.
The handling of complaints and denunciations must be truly impartial and objective; the legitimate rights and interests of agencies, organizations, enterprises and people must be protected; State money and assets due to violations must be completely recovered; the responsibility for violations of collectives and individuals must be considered and handled promptly and strictly. If all cases are considered and resolved promptly, the situation will stabilize and the people's trust in the Party and the government will be increasingly consolidated.
