Livestream for low profit
Speaking to Dan Tri reporter, Associate Professor Dr. Trinh Hoa Binh - Director of the Center for Social Opinion (Vietnam Institute of Sociology) said that people who work as YouTubers and TikTokers are considered to be working in the field of information transmission. However, the act of hunting for funerals and accidents to film comes from selfishness and low-class interests to make money at all costs.
Many stories and events are very sad and offensive, but they disregard everything and calmly post nude images with insensitive comments. That is clearly wrong behavior, not showing the ethics and professionalism of those working in the information transmission profession.
"They film such incidents and post them on social media for the whole community to see, not knowing the impact and consequences, showing an unhealthy mindset. This case can be affirmed as having a very selfish and ugly motive, using all means to maximize profits. They aim at the paradox, the more close-up and "dirty" the offensive image is, the easier it is to attract attention.
The more livestream frequency and number of clips, the more benefits they bring. If not specific material benefits, it is also the joy of being honored, admired, and recognized as an informed person. Doing that is unethical," Associate Professor, Dr. Trinh Hoa Binh said.
According to the Director of the Center for Social Opinion, in many sensitive cases, such as the fire in a mini apartment building in Thanh Xuan district (Hanoi), if someone appeared on livestream with insensitive comments, it would clearly be a crime, not simply offensive.
Facing the great pain of fellow human beings and the community, the indifferent attitude is already terrible, not to mention filming and adding comments. Such actions are unacceptable, if anyone commits them, the authorities must stop and deal with them.
New technologies in the field of communication bring many great advantages, good opportunities, open to everyone. However, the downside of these technologies is that the truth is easily distorted and falsified in the online environment.

Mr. Binh emphasized: "Remember, behind those platforms are the hearts and minds of humans and are controlled by humans. The rise of social networking platforms invisibly helps bad guys. It's not that the authorities don't see the problem, it's just that they can't control it."
Another reason, according to Mr. Binh, is that the authorities have not fulfilled their responsibilities. For example, in the case of Ms. Nguyen Phuong Hang, the authorities initially said they would gather many people involved. However, the case has been left for too long, and gradually the public has become tired and stopped paying attention.
The significance of punishment and deterrence is reduced when the decision to handle it is not made soon. All violations must be punished promptly to have sufficient deterrence, not only for the offender but also for those who are capable of doing similar things.
The line between participating in livestreaming and committing a crime is sometimes not too big. As Ms. Nguyen Phuong Hang and Dr. Trinh Hoa Binh commented, going too far becomes a crime, violating the interests, honor, and property of other individuals.
"Social networks create a very good information platform and environment, but when they fall into the hands of people with bad motives, they become an effective tool for them, inadvertently causing harm to decent people, society and the community," Mr. Binh analyzed.
Sanctions against YouTubers posting "dirty" content
Regarding the fact that many YouTubers and TikTokers post "dirty" and untrue content, causing negative impacts and affecting security and order, Ho Chi Minh City Police have issued recommendations on this issue.
According to the police, posting false information, attracting and inciting crowds, causing negative impacts and impacts on security and order. Depending on the behavior, the nature and level of the violation will be handled according to the provisions of the law, both administrative and criminal.
Activities of posting information that violates regulations on social networks are handled according to the provisions of Decree 15/2020/ND-CP dated February 3, 2020 of the Government on administrative sanctions for violations in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions.
The authority to handle violations belongs to the Department of Information and Communications Inspectorate; People's Committees at all levels, including the People's Public Security Force. Based on the assigned functions and tasks, the Ho Chi Minh City Police Department has a specialized unit to monitor, grasp the situation and propose and coordinate the handling of the above issues.
In addition, if complicated problems arise, the City Police Department will have focused instructions to promptly handle complicated cases and incidents.
According to the provisions of Point a, Clause 1 and Clause 3, Article 101 of Decree 15/2020/ND-CP, amended by Clause 37, Article 1 of Decree 14/2022/ND-CP, if violating the regulations on responsibility for using social networking services and electronic information sites such as providing and sharing fake information, false information, distorting, slandering, insulting the reputation of agencies, organizations, honor and dignity of individuals, organizations will be fined 10-20 million VND; individuals will be fined 5-10 million VND.
At the same time, the violating organization or individual is forced to remove false information. Depending on the nature, severity, and consequences of the violation, those who post false information on social networks may be prosecuted for "Humiliating others" or "Slander".

Ho Chi Minh City Police recommend that when seeking information, people should carefully consider the source of information, only trust sources from authorities and newspapers. People should limit viewing unofficial news on social networks, which can easily be misunderstood, fall into scams, and incite violations of the law.
Do not share false information, especially unverified information on social networks. Sharing or posting false information will be handled according to the law.
When discovering false or slanderous information that affects the reputation of individuals and families, people can request the person who posted the information to remove the information, apologize or report it to the information and communication management agency for handling.
In case of intentional violations that seriously affect personal and family reputation and cause economic damage, report to the police for reception and handling according to regulations.
